About the Proposal

Clean Tamil Nadu Company Limited (CTCL), a State Government company functioning as the executive arm of the Thooimai Mission, invites Expressions of Interest (EOI) for the selection of implementation partners for integrated solid waste management (SWM) pilot projects across select urban, town panchayat and rural locations in Tamil Nadu. These pilot projects aim to demonstrate Zero Waste to Landfill outcomes through scientific processing, improved source segregation, digital monitoring and resource recovery.

The proposed pilot initiatives span diverse urban and rural contexts including metropolitan areas, heritage and pilgrimage towns, town panchayats, and rural blocks with the objective of developing replicable and scalable Solid Waste Management (SWM) models in compliance with the Solid Waste Management Rules, 2016. In this context, Clean Tamil Nadu Company Limited (CTCL) invites Expressions of Interest (EOI) from experienced firms / agencies / CSR / Brands / Organisations to provide technical, operational, funding and implementation support through collaborations in the SWM value chain, including infrastructure development, construction and installation of SWM Facility, operations and maintenance, resource recovery and forward linkage, aligned with circular economy principles.

This EOI is an initial step to identify capable partners to support CTCL in advancing environmentally sustainable, cost-efficient, and circular waste management practices across Tamil Nadu.

Thooimai Mission is a flagship mission by Government of Tamil Nadu mandated to drive systemic transformation in Solid Waste Management (SWM) across Tamil Nadu. Clean Tamil Nadu Company Limited functions as an executive arm of Thooimai Mission and a nodal agency for the State, focusing on process re-engineering the waste value chain, digital enablement, behavioural change, and market linkage creation to achieve sustainable, circular, and climatealigned waste management systems.

 The Clean Tamil Nadu Company Limited (CTCL) is in the process of playing a pivotal role in enhancing waste management operations across all urban and rural local bodies, including Urban Local Bodies (ULBs), Rural Local Bodies (RLBs). CTCL’s interventions are designed to deliver technical, operational, and strategic value addition, ensuring systematic and sustainable waste management practices at every level.

CTCL operates through specialized functional verticals such as the Resource Recovery Cell, Campaign, Capacity Development & Collaboration Cell (C-CUBE), Waste Intelligence Monitoring Cell, Policy Design Cell, and Administrative Cell. These divisions collectively ensure technical robustness, regulatory compliance, public engagement, and data-driven decisionmaking.

Through its integrated approach combining policy support, technical expertise, institutional strengthening and market integration, CTCL ensures alignment with the Thooimai Mission’s objective of achieving 100% waste processing, reduced landfill dependency, and environmentally sustainable waste management practices across Tamil Nadu.

Scope of the Project:

The scope of work under the proposed pilot projects encompasses the planning, implementation, operationalization, and monitoring of integrated solid waste management (SWM) systems across diverse urban, semi-urban and rural contexts in Tamil Nadu. The projects are aimed to achieve Zero Waste to Landfill outcomes, improving operational efficiency, reducing lifecycle costs and establishing replicable and scalable SWM models under the Thooimai Mission. Clean Tamil Nadu Company Limited (CTCL) invites Expressions of Interest (EOI) from eligible firms / agencies / CSR / Brands / Organizations having demonstrated experience in the above mentioned fields to promote circular economy principles.

The EOI is invited to provide an opportunity to interested parties to share their technical approaches, implementation strategies, and innovative solutions for the planning and implementation of integrated solid waste management pilot projects across select Urban Local Bodies, Town Panchayats, and Rural Blocks in Tamil Nadu, as outlined in this document.

The Applicants shall submit their Expression of Interest (EOI) along with the details as prescribed in Annexure-I at the address mentioned below, in the manner specified in the EOI document.
