About Room To Read :

Room to Read India was established in 2003 and presently has programs in twelve states – Bihar, Chhattisgarh, Delhi NCR, Himachal Pradesh, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh.

SCOPE OF WORK

We need an agency for Audit Utilization Certificate, Filing Income Tax and TDS Returns, Professional tax and Legal Opinion.

Contract Tenure: Maximum of up to 2 years

Key Deliverables

1. Audit Utilization Certificates (AUC)

  • Conduct audits of donor-funded projects.
  • Issue Audit Utilization Certificates in specified formats.
  • Ensure compliance with the requirements of CSR Donors and as per the Memorandum of Understanding signed with the donor, as applicable.

2. Filing of Annual Tax Return (ITR)

  • Compute the income of Room to Read India Trust for the applicable Assessment Year.
  • File the annual Income Tax Return (ITR).
  • Revise previous years’ tax returns, if necessary, based on new information or corrections.

3. Tax Assessment

  • Manage and respond to Income Tax assessments.
  • Provide representation before the Income Tax Authorities.
  • Submit all required documentation and clarifications in a timely manner.
  • Follow up with relevant authorities to expedite Income Tax refunds.
  • Handle appeals before the Commissioner of Income Tax (CIT) and Income Tax Appellate Tribunal (ITAT) as required.

4. TDS Quarterly Returns (Non-Salary Deductions)

  • Prepare and file quarterly TDS returns for non-salary payments within statutory deadlines.
  • Revise TDS returns when corrections are required.
  • Respond to any notices or queries received from the tax department regarding TDS matters.

5. Professional Tax

  • Monthly and annual filing of Professional Tax returns for the following states:
    • Karnataka
    • Jharkhand
    • Telangana
    • Maharashtra
    • Madhya Pradesh
  • Address queries and respond to notices from respective state tax departments.
  • Facilitate registration for Professional Tax in new states as required.

6. Other Certification

  • Certification and filing of Form 15CA/15CB for foreign remittances as per Income Tax Act requirements.

7. Application for Tax Deduction Certificate

  • Apply for a Lower/Nil Deduction Certificate under Section 197 of the Income Tax Act.
  • Prepare and submit the necessary documentation and financial details.
  • Liaise with the Income Tax Department to obtain the certificate within the required timeframe.
  • Follow up for timely issuance and address any objections or queries raised by the department.

8. Legal Opinion

  • Provide legal opinions and advisory services on issues as requested

Technical Evaluation Criteria

The designated Technical Committee will evaluate the proposals based on the criteria outlined below. To qualify, vendors must achieve a minimum score of 50

  1. Relevant Experience in NGO Sector and Expertise of the Firm in Similar Assignments – Maximum Score: 40
    • Prior experience in assignments of a similar nature and scope.
    • Demonstrated track record in providing consultancy services for NGOs.
  2. Team Strength, Qualification, and Competency of the Team Members – Maximum Score: 30
    • Qualification, professional expertise, and relevant certifications of the proposed team.
    • Availability of adequate resources to undertake the assignment.
  3. Approach & Compliance Standards – Maximum Score: 30
    • Understanding of the assignment, methodology, and proposed work plan.
    • Adherence to compliance, reporting, and quality standards.

Proposals are invited from the interested agency for the above assignment and the last date for receiving the proposal is 15th Sep 2025 at procurement.india@roomtoread.org  [do not copy anyone from RtR]

Submission terms:

  • All agencies are advised to thoroughly review the SoW before applying.
  • Technical and Financial proposals (as per Financial Template) are to be shared in two different emails separately and not in a single email (mandatory)
  • Incomplete applications or deviations from the prescribed process will result in automatic rejection.
  • Proposals received after the prescribed deadline will not be considered.
  • Only shortlisted agencies will be contacted and may be requested for face-to-face/online interaction/presentation.
