About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

Job Description/Responsibilities

The Consultants (Consultant, Senior Consultant, and Lead Consultant) under this category will work on designing and executing hazard-specific mock drills and emergency simulations across national, state, and institutional levels. These professionals will enable sector-specific and multi-agency drills that test protocols, response capacities, communication chains, and resource coordination. Emphasis will also be laid on community participation, training facilitation, and feedback integration into preparedness planning.

• Consultants will support field execution of drills, develop event scripts, and facilitate evaluations.
• Senior Consultants will manage multi-stakeholder coordination, lead technical design of drills, manage field executions, and oversee learning integration.
• Lead Consultants will provide strategic guidance, lead national and state -level exercises, and advise on policy integration.

Education Qualification/Required Skills & Experience

• Education: Master’s degree in Disaster Management, Urban Planning, Public Health, Emergency Response, or related technical or social science disciplines. (Exemptions: Persons coming from NDRF and Indian Armed Forces may be accepted at graduation level)
• Certifications: Certifications in emergency planning, incident command systems (ICS), exercise planning, or relevant simulation tools are preferred.

Experiences:

• Consultant: 3–7 years of experience in emergency planning, simulation exercises, or disaster preparedness.
• Senior Consultant: 8–12 years of experience including planning and leading institutional or state-level mock drills.
• Lead Consultant: Over 12 years of experience in program management, multi-agency simulations, and policy advisory roles.
