    Group Summary:
    The Global Policy and Advocacy (GPA) Program seeks to understand and shape the public policy debates affecting the Foundation\'s work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the Foundation\'s policy objectives nationally and globally. Because the Foundation\'s resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. GPA is composed of our country offices in India, China; our Europe team based in London and our US & Canada team based in Washington, DC; our country representation in Nigeria, Ethiopia, and South Africa; a Program Advocacy team; a Policy Analysis & Financing team; and our Charitable Sector Support team. We work in close partnership with grantees, our colleagues in the Global Health and Global Development Programs, the CEOs office, and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.

    Responsibilities:
    Avahan has a vast remaining agenda which includes the transition, evaluation and dissemination of the program and its learnings. The primary purpose of this role is to oversee these key areas – primarily programmes and transition as needed.
    The role involves the following: 1) manage the Avahan team to ensure delivery by the grantees against the transition to communities goal, 2) ensure a smooth transition to the government of India is completed, 3) cultivate strong and robust relationships with donor organizations and other key stakeholdres, 4) ensure dissemination of Avahan learnings within India and globally. In addition, there is a day to day management function of supervising individual programme officers for the various aspects of the programme and transition, this role is to manage the portfolio of states and programmes to ensure a coherent delivery against Avahans goals . This role also includes leadership to conceptualize arrangements for sustainability of Avahan beyond the grant period. Beyond Avahan (e.g., in advocacy, communications, programme management in Bihar), this role also entails provision of strategic support on an as-needed basis.
    In addition, as a senior member of the India Country Office, this role entails the provision of inputs to overall office management as needed/sought by the India Country Director.

    Responsibilities
    - Guide/coach/mentor a team of POs to actively manage grants to stem the HIV epidemic among high risk groups in six states; ensure that the remaining transition takes place smoothly, key institutional support structures are retained under NACP IV, and advocate with government as needed
    - Oversee grants and programmes related to the transfer of Avahan approaches, skills, management structures and capacity to the government of India to enable a smooth transition
    - Build strong relationships with government of India (top bureaucrats in Department of AIDS Control and Ministry of Health) to (i) ensure Avahan approaches/skills/methods/structures are smoothly adopted/adapted by the government as part of transition and (ii) that NACO takes over the Avahan program as per agreed plan
    - Build strong relationships with donors (WB, DfID, UNAIDS …) to ensure a sustained response to HIV/AIDS that maintains the focus on prevention with high risk groups

    Qualifications:
    - Masters degree in business management or public health
    - Upto 15 years of management and leadership experience working in complex operating environments
    - Previous experience in the health sector, particularly experience working with a global donor / funding agency would be a strong plus
    - Demonstrated ability to conceive and manage large programs or projects at a national level
    - Ability to conceptualize programme sustainability beyond its current term
    - Compelling inspirational leader who can work with multiple stakeholders including government, other donors, grantees to create a common vision, visualize simple and effective solutions to complex problems, then drive their implementation
    - Ability to excite and manage a team of outstanding professionals
    - Proven track record of building trust based relationships, especially with senior leadership in government and/or external stakeholders
    - Rigorous thought leadership, zeroing in quickly on to core issues. Demonstrated success in roles requiring logical, systematic thinking while managing multiple priorities in a highly dynamic environment.
    - Exceptional analytical, organizational and communication skills, both written and oral
    - Ability to travel extensively in India
