Job Description

The Senior Finance Analyst will be a member of Project Team and be responsible for ensuring compliance to MSH’s finance policies and procedure, standards and local laws and regulations. The Senior Finance Analyst will enforce internal control through review and monitoring of financial transactions and documents to safeguard resources and report the status of the expenditure and budget. She/he will support the Senior Finance Manager for ensuring that MSH operations are efficient and effective, in compliance with MSH standards, donor regulations and local country laws. Under the supervision of the Senior Finance Manager, they will develops routine and ad hoc financial reports, regularly budget updates for different technical activities and other project expenditures to ensure the regular flow of accurate and relevant financial information for enhanced project management and planning.

Job Responsibilities

Accounting Management

  • Prepare payment vouchers.
  • Properly code all transactions.
  • Reconcile advances, including review of receipts, coding of expenses on the general voucher and entering in QuickBooks.
  • Maintain accounting files/records and other relevant documents.
  • Follow up on outstanding advances and assure timely reconciliation.
  • Participate in the improvement of the accounting system and the system of internal control.
  • Prepare all financial reports as requested by supervisor.
  • Preparation of forms for payments of statutory tax and GST.
  • Ensure that payments are processed accurately, timely, and safely (to minimize MSH’s risk exposure).
  • Ensure that month and year-end accounting activities are done accurately and in compliance with MSH policies and procedures.
  • Ensure accuracy of reviews and postings made by supervisees for all vendor/service providers (Consultant/TA firm) invoices, participant payments, staff advances etc
  • Prepare periodic financial statement for projects.
  • Coordinate for statutory audit of the project at the year end
  • Support Auditor with accounting, financial and other records
  • Conduct other tasks as requested by supervisor
  • Providing all financial reports in timely and accurate manner for reporting.
  • Adhering all financial guidelines while processing payments.

Compliance and Risk Management

  • Ensure that strong internal control systems are in place, and that all staff in country understand MSH’s Code of Conduct and MSH’s Zero Tolerance policy & practice.
  • Ensure that control systems are in place to ensure that project operations are well managed, and that staff act in full compliance with local laws, comply with the terms and conditions of contract/award and donor requirements, and MSH policies and standard operating procedures.
  • Coordinate execution of financial reviews or audits and ensure timely follow up to review or audit conclusions and recommendations in close collaboration with the project team.

Education Qualification/Required Skills & Experience

  • Ideal candidate must hold a Bachelor’s Degree in Financial Management, Business Administration, Public Administration or related fields.
  • Preferred: Master's degree or equivalent in any suitable streams

Required minimum Experience

  • Required: Minimum 4 – 6 years of experience in managing, increasing roles of responsibility, finance, procurement, contracts management in international development organizations.
  • Preferred:  Experience of managing USAID project reporting.

Knowledge and Skills

  • Experience with donor-funded projects preferably in India.
  • Strong ability to communicate clearly and concisely in English, both orally and in writing.
  • Ability to work collaboratively in a complex, high pressure, and diverse work environment with many deadlines both as a member of a team and autonomously.
  • Excellent computer skills including Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook, Internet research and accounting software.
  • Excellent writing, organizational and communications skills including organizing, scanning, and summarizing information.
  • Demonstrated prioritization, organization, planning, time-management, and problem-solving skills.  Excellent time management and multi-tasking ability.
