About the Organization
The Department of Environment and Climate Change was created in 1995 as the Nodal Department for dealing with environmental management of the State. The Department of Environment (DoE) is the nodal Agency for planning, promotion, coordination and overseeing the implementation of all the aspects of environment other than those dealt with Tamil Nadu Pollution Control Board.
About the Fellowship
The Department of Environment and Climate Change (DoE&CC), Government of Tamil Nadu invites applications from eligible candidates for the prestigious Tamil Nadu Chief Minister’s Green Fellowship Programme (CMGFP) 2025 - 2027 vide G.O.(2D).No.66 Dated: 21.04.2025. The Government recognizes the need to actively involve youth in various initiatives proposed to be taken for Climate Change Adaptation & Mitigation activities in Tamil Nadu. The United Nations Joint Framework initiative on children, youth and Climate Change has recognized the key role that youth play in tackling climate change.
The Government of Tamil Nadu seeks to achieve the best-in-class good governance in all spheres. As a part of this initiative, the Government of Tamil Nadu has introduced a two-year "Tamil Nadu Chief Minister's Green Fellowship Programme (CMGFP)”. It aims to harness the energy and talent of young professionals to optimize the governance processes and enhance the service delivery of various programme and policies in Tamil Nadu. In this context, the Government of Tamil Nadu has decided to take concrete steps to involve youth to actively participate and support climate change initiatives in Tamil Nadu. The Green Fellow’s role will be to assist the District Administration on all subjects that fall within the scope of the DoE&CC, Government of Tamil Nadu.
DoE&CC is the Nodal Agency for planning, coordination, supervision and monitoring of all aspects of the CMGFP and Institute for Energy Studies (IES), Anna University, Chennai is the knowledge partner for implementation.
A total of 38 Green Fellows (one fellow/district i.e., 38 at District level) will be selected under CMGFP. The key result areas (KRA) of CMGFP are as follows:
- Creation and submission of a district-level body of knowledge on areas related to Environment.
- Increase in citizen engagement and participation on all policy interventions.
- Improved response time from the district administration to address environmental issues
- Improved use of technological tools for reporting and delivery of environmental services.
Green Fellow’s will be attached to the District Collectorate (one Green Fellow for each district) to support the District Administration in the effective delivery of environmental services. Primary role of fellows will be to Support the District Administration in the implementation of the four Mission mode projects of the Government of Tamil Nadu viz.,
- Green Tamil Nadu Mission (https://www.greentnmission.com/)
- Tamil Nadu Climate Change Mission (https://www.environment.tn.gov.in/tnsapcc) and
- Tamil Nadu Wetlands Mission (https://tnswa.org/).
- Tamil Nadu Coastal Restoration Mission (TN – SHORE)
Green Fellows will assist the District Administration on all subjects that fall within the scope of the Department of Environment and Climate Change, Government of Tamil Nadu. CMGF is a temporary position and it does not confer upon the Fellow any right/claim for regular appointment or continuance in any post.
Eligibility
- The candidates should be a citizen of India.
- Knowledge of the Tamil and English (Oral / Written / Spoken) is mandatory and candidates without adequate knowledge of Tamil language will not be eligible for selection.
- Educational Qualification: Undergraduate degree in with minimum aggregate score of 70% (or) an equivalent CGPA. or Post-Graduate degree in Life Sciences, Environmental Sciences /Management, Ecology/Forestry/Wildlife/ Public Policy/Environmental Engineering with minimum aggregate score of 70% (or) an equivalent CGPA.
- Age Limit: Max. 30 years (SC/ST: Max. 35 years)*
- Experience: For Undergraduate Minimum 2 years of paid work experience in the area of Life Sciences, Environmental Sciences/ Management, Ecology, Forestry/Wildlife/ Public Policy and similar fields. The Candidates who have been Green Fellows during the first phase of the programme cannot apply for the position of green fellows during the second phase of fellowship programme.
- Monthly Remuneration: Rs.65,000/-per month + travel allowance upto Rs. 10,000 / month (The travel bills shall be submitted through the nodal contact official / direct supervisor in the district. No Separate allowance will be paid over and above the stipend).
- Desirable Qualifications:
- Excellent Oral and Written communication skills in Tamil and English.
- Proven leadership skills, Public speaking and writing Workplace/College/School. at
- Data Analysis and Visualization skills.
- Proven extra-curricular activities in environment and Climate action, including afforestation drives, clean-up campaigns and other community-based sustainability initiatives
