About the Organization

The Centre for Catalyzing Change (C3) is a registered not for profit Indian organization with the mission to empower women in all sectors of development. For nearly four decades, C3 has experimented, incubated, piloted, refined and implemented at substantial scale, a full portfolio of youth programs. C3’s strategic imperative on adolescent programming is to implement long-term, large-scale programs primarily through creative public-private partnerships to reach out to adolescents with information and services on life skills, education, gender and reproductive and sexual health, nutrition, and livelihood linkages. Our theory of change for adolescent programming includes leveraging platforms to deliver solutions at a larger scale and find an efficient way to deliver the solution at an affordable cost.

About the Proposal

Since 2006, C3 has been supported providing technical assistance to the government of Jharkhand and from 2010 onwards providing TA support to the government of Bihar by the to mainstream Adolescence Education Program (AEP) within the school education system. C3 currently has formal collaboration with the Government of Jharkhand to provide technical support towards strengthening implementation of AEP now School Health and Wellness Program (SHWP) and the collaboration with Government of Bihar to support strengthening the implementation of SHWP.

Project Intervention

Long-term Goal: To strengthen implementation and ensure the sustainability of comprehensive adolescent reproductive and sexual health (ARSH) components within the school education systems in Jharkhand and Bihar

Short Term Outcomes:

  • Strengthened implementation of SHWP in thirty designated districts across Jharkhand and Bihar through the development and deployment of an effective model of technical assistance to the state education departments."
  • Improved operational linkages between SHWP and Adolescent Friendly Health Services through RKSK established in both the states
  • An effective model established that integrates Sexual and Reproductive Health (SRH) with Workforce Readiness and mental health within the SHWP to address emerging mental health issues and prepare adolescents for the future workforce.
  • C3 implemented in all 24 districts in Jharkhand and 05 districts in Bihar with intensive implementation in Aurangabad.

Post intervention assessment Process: The overall objectives of the assessment are to generate credible evidence on the effects of the program on key outcomes; to understand and document implementation processes, successes and challenges; and to generate information to inform possible replication and scale up of program activities. To achieve these objectives, C3 is has completed the pre-intervention assessment at the beginning of the project and planned to conduct the Post intervention assessment at the End line at the end of the Project for the intervention models in Bihar and Jharkhand. C3 conducted pre-intervention assessment with students of classes 6th - 12th and proposed to conduct the post intervention assessment with students of classes 6th - 12th. This assessment will assess the following key impact indicators towards assessing the impact and potential benefits of project activities.

Project Indicators:

  • % of Girls and Boys intended and opined to delay marriage
  • % Increase in knowledge on SRH among adolescents
  • % of adolescents who are aware of pubertal changes
  • % of adolescents aware of consequences of early marriage
  • % of adolescents aware of reasons for Non-communicable diseases
  • % increase in knowledge/awareness of HIV/AIDS among adolescents
  • % of adolescents understand violence and its different forms
  • % of school keen workforce readiness  
  • % of adolescents completed skills trainings 
  • % of adolescent keen on transiting to employment/enterprise after class 12,
  • % of adolescents aware of services offered at AFHCs and HWCs
  • % of adolescent ever accessed adolescent health services at AFHCs and HWCs
  • % of adolescent girls know about anemia
  • % of adolescent girls received IFA
  • % of adolescent girls using sanitary napkins during menstrual period
  • % of adolescent girls heard of a scheme in which government distributes sanitary napkins
  • % of adolescent girls received any sanitary napkins under this scheme
  • % of adolescent girls reported that they ever had consumed - Tobacco Products
  • % of adolescent girls reported that they ever had consumed - Alcohol
  • % of adolescent girls reported that they had ever used internet
  • % of adolescent girls reported that they have used Facebook/ WhatsApp/ Twitter/ WeChat
  • % of adolescent girls follow healthy life styles like (regular nail cutting, hand washing, cleanliness, physical activity etc.)

Scope of Work                                                                                                              

  • Finalizing assessment design for relevant geographical location in close association with C3 considering project commitments and expected project outcomes and impact
  • Develop, translate (in local languages) and finalize the assessment tools for the assessments in proposed geographical location, in line with C3’s requirements and quality expectations (Pre-intervention tools are available and can be used for revision and finalization)
  • Identify, recruit and train enumerators for data collection, and develop shared understanding of the assessment objectives, research instruments, sampling protocols and the quality control mechanism.
  • Design and put in place quality control protocols for ensuring quality data collection, analysis, and assessment report preparation and share with C3
  • Ensure quality data collection with a clear supervision plan and adequate human resources, data entry and data cleaning protocols.
  • Present both qualitative and quantitative data and information in appropriate and computerized formats to facilitate ease of transfer to and use by C3.
  • Agree with C3 on a framework for post intervention assessment final report.
  • Submission of draft report and presentation of post intervention assessment findings to C3 before finalizing the report.C3 and incorporating C3’s inputs and comments.
  • The agency needs to take IRB (Institutional Review Board) approval prior to conducting the post intervention assessment.

Deliverables

The agency selected for undertaking post intervention assessment will be responsible for providing the following deliverables to C3:

  • Detailed assessment design and tool for data collection for the identified locations, presented to C3 along with detailed plans for assessment personnel and organization, quality assurance and approvals obtained.
  • Final assessment tools for both post intervention assessment studies in Hindi and English language (along with the font files)
  • Field movement plan and quality assurance protocol for both the locations that will be followed in the field
  • Final cleaned data sets in MS Excel (and SPSS) and two sets of entered data and error data log, syntax and analysis for qualitative and quantitative assessment for the identified locations
  • Detailed plans for tabulation and analysis (of qualitative and quantitative data) and reports to be presented to and approved by C3
  • Draft post intervention assessment report
  • Final post intervention assessment Report in agreed format with incorporation of comments and feedback.
  • A set of presentation slides on the final post intervention assessment findings
