Description of RFP

HCLFoundation invites proposals from experienced and qualified service providers, NGOs, or HR firms for the deployment, training, and management of human resources to support youth-focused Digital Access Centers catering to students aged 14–20 years. The project will be implemented across multiple centers located in different regions of Hardoi district, Uttar Pradesh. The organization will also be responsible for delivering short term certified digital education through structured courses, providing individual credentials for access to the digital platform, and issuing certificates upon successful completion. Courses offered at the centers will include but not limited to Basic Computer Literacy, Advanced Computer Skills, Life Skills, Cognitive Skills, Tally and Accounting.

The organization will be responsible for providing qualified instructors, center managers, and ensuring the necessary technical, operational, and administrative support to ensure the smooth implementation of the program. The selected agency would be tasked with comprehensive training delivery, end-to-end human resource management, deployment and maintenance of the technology platform, inventory control, and continuous monitoring of program performance based on defined metrics.

The selected agency will be accountable for:

• For managing the education ecosystem of the center
• Ensuring the availability of digital content on life skills, soft skills, basic computer, Tally, advanced computer, and programming in multiple languages (preferred English and Hindi)
• Providing and overseeing the use and maintenance of digital platforms like LMS, CMS and WhatsApp chatbot
• Conducting counseling sessions for youth enrolled
• Managing enrollment and maintaining learning trajectories of individual students
• Ensuring proper certification is provided upon course completion
• Deploying HR personnel and managing related administrative functions
• Generating reports and maintaining data documentation
• Evaluating the progress and performance of the center regularly
• Organizing Training of Trainers (ToTs) and refresher programs
• Managing and supporting self-guided youths effectively
