About the Organization

Established in 1976, NIUA, is a premier Institute of the Ministry of Housing and Urban Affairs, Government of India for research and capacity building for urban sector in India. NIUA’s broad objective is to bridge the gap between research and practice on issues related to urbanization. For more than 40 years now, NIUA has been the vanguard for contributing to and building the urban narrative for a fast-evolving Urban India. Job Description

NIUA seeks an experienced and dynamic professional for the position of Head – Human Resources. The role is pivotal in developing and implementing the Human Resources strategy to build a productive, competitive, and inclusive workforce. He/She will oversee and lead the HR functions.

Job Responsibilities

Strategic Leadership & Development

  • Advise leadership on workforce planning, talent management, and HR innovation.
  • Align HR strategies with NIUA’s objectives and annual plans.
  • Represent NIUA in external engagements, inter-agency collaborations, and stakeholder forums, as assigned.
  • Lead and develop the HR team to implement effective HR initiatives.
  • Collaborate with senior leadership to drive people solutions aligned with Institution’s goals.
  • Build strong partnerships with internal and external stakeholder.
  • Promote a culture of excellence, inclusion, and ethical conduct across the Institution.
  • Drive continuous learning and performance improvement within the HR function.
  • Drive HR digital transformation and HRMS implementation.

Employee Relations & Engagement:

  • Foster a positive workplace culture through employee engagement and recognition programs;
  • Addressing workplace conflicts/ grievances, including dispute mediation;
  • Develop initiatives to enhance employee satisfaction and well-being;
  • Organize team-building activities, workshops, and engagement programs.

Talent & Workforce Management

  • Lead strategic recruitment, development, and retention initiatives aligned with NIUA’s workforce needs.
  • Support the Director in developing and updating the HR Workforce Plan.
  • Lead end-to-end talent acquisition, onboarding, and employee integration.
  • Design and implement competitive compensation, benefits, and retention strategies.
  • Drive succession planning and talent management for the Institution’s continuity.
  • Deliver training, leadership development, and capacity-building programs.

Performance Management

  • Align NIUA’s performance management with best practices.
  • Monitor performance trends and recommend engagement and effectiveness improvements.
  • Enhance culture, engagement, and retention through feedback and improvement plans.

Compliance Management

  • Lead the development and execution of HR policies, systems, and frameworks aligned with best practices and statutory requirements.
  • Ensure full compliance with applicable labour laws and regulations, minimizing legal and operational risks.
  • Oversee employee relations, grievance redressal, and workplace conduct to foster a positive work environment.
  • Monitor changes in labour laws, regulations, and HR technologies, and implement necessary policy updates.
  • Support complex employee relations matters in compliance with legal standards.

Compensation and Benefits

  • Oversee the payroll management, salary administration, and statutory compliance.
  • Ensure fair, transparent, and market-aligned compensation and promotion practices.

Diversity, equity, and inclusion

  • Drive diversity and inclusion among staff in collaboration with the management team.
  • Provide guidance to leaders and supervisors on exemplifying the Institution’s values and developing the leadership skills.

Education Qualification/Required Skills & Experience

  • Master’s degree in Human Resources, Administration, Management, or related field is desirable.
  • 15-20 years of total experience in Human Resources, with minimum 7 years of progressive experience in a leadership role.
  • Demonstrated expertise in developing and executing HR policies, recruitment practices, performance management frameworks, and Organizational development strategies.

Key Skills & Competencies:

  • Demonstrated proficiency in MS Office (Word, Excel, PowerPoint)
  • Ability to handle sensitive and confidential information.
  • Proven track record of developing and implementing HR policies and procedures that enhance operational efficiency.
  • Familiarity with HR software and systems
  • Strong analytical and problem-solving skills, with a data-driven approach to HR decision-making.
  • Experience in budget management.
  • Excellence in written and verbal communication, with demonstrated ability to interact effectively with all levels.
