Job Description
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
The primary focus of this role is the implementation, monitoring, and evaluation of the project titled “True Value Accounting: Making the Economic Case for Food Systems Transformation in India and Kenya.” This position is located in the Economics of Nature Unit, Biodiversity and Land Branch, Ecosystems Division, at the New Delhi duty station.
Job Responsibilities
- Participates in the development, implementation and evaluation of The Economics of Ecosystems and Biodiversity (TEEB) project titled “True Value Accounting: Making the Economic Case for Food Systems Transformation in India”; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Identify, analyze potential domestic public and private sector opportunities to advance a sustainable food system transformation in selected states and nationally in India.
- Provide strategic and substantive support and advice to implementing and executing entities in order to promote food systems transformation in India.
- Facilitate the collaboration between partners and stakeholders in India including: the TEEBAgriFood political focal point in India; TEEBAgriFood research institutes; the Ministry of Agriculture and Farmers Welfare; the Ministry of Environment, Forestry and Climate Change, other members of the TEEB India Project Steering Committees; and other stakeholders as necessary.
- Identify challenges, opportunities, priorities and needs for the policy mainstreaming of food systems transformation in India.
- Identify linkages between TEEBAgriFood applications in India and other countries and provide advice to other project implementing countries on the experience of India and lessons learned.
- Assists in policy development, including the review and analysis of issues and trends related to environment and food systems in India; preparation of evaluations or other research activities and studies.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, pertaining to TEEB for Agriculture and Food in India.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Reviews and provides quality feedback and effective comments on deliverables submitted by implementing partners, specifically on reporting against results and including lessons learned.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on the TEEB Approach and on mainstreaming results of ecosystem service modeling, including via geospatial platforms.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Develops via a participatory and consultative process a roadmap for policy implementation vis-à-vis the scenarios being evaluated by the research institutes through the application of the TEEBAgriFood Evaluation Framework.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Coordinates the development of short-, medium- and long-term strategic plans of the project, including timely annual and quarterly work plans, whilst taking into account emerging issues.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Ensures that requirements, background information used for data analysis are documented.
- Performs other duties as required.
Education Qualification/Required Skills & Experience
- Advanced university degree (Master’s degree or equivalent) in Economics, applied Economics, Environmental Science, Natural Resource management, Ecological Economics, Environmental Economics, Resource Economics, Agricultural Economics or a related field is required.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable
- A minimum of five years of progressively responsible experience in project or programme management focused on the application of environmental economic valuation methodologies, including ecosystem services valuation, cost-benefit analysis, or natural capital accounting is required
- Experience with Geographic Information Systems (GIS) and spatial tools for modelling ecosystem services is required.
- At least two years of project management experience relating to agri-food issues is required. Experience working on agri-food systems transformation in India is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
