Background

MelJol’s AI–LEAP (Aflatoun Integrated Life-skills Education and Livelihood Advancement Program) is a multi-stakeholder initiative designed to help children and adolescents become 21st century ready, confident, financially aware, digitally ready, and future-oriented learners, empowered to make their own life choices; while equipping parents, teachers, and communities to reinforce these gains. Anchored in NEP-2020 competencies and aligned to SDG-4, the program will operate in government and government-aided schools in Raigad, Maharashtra, with an emphasis on measurable outcomes, equitable participation (girls and vulnerable groups), and locally relevant pathways to learning and careers.

MelJol invites proposals from qualified individuals/organizations to conduct a Baseline Assessment that will establish the current status of these indicators to guide project planning, set measurable targets, and evaluate future impact.

Objectives of the Baseline Assessment

The assessment aims to:

  1. Benchmark Establish current levels of life skills, financial literacy, resource- management behaviours (e.g., saving/budgeting), leadership and decision-making, career awareness/readiness (plans, intent, initial actions), and the extent of participation in ARCs, Aflatoun Clubs/Banks, Financial Education Walls, and exposure visits among 10–17-year-olds.
  2. Assess capacity and readiness to deliver NEP-2020–aligned pedagogy in school by using ABL/S4D methods, classroom integration routines, and ARC scheduling/management—and identify training/support needs.
  3. Map community-level access to and use of financial services— PAN/Aadhaar/bank linkages, product awareness, existing saving habits (e.g., daily/weekly), and barriers to financial inclusion
  4. Capture demographic and socio-economic background of households.
    1. Generate district-wise insights (Roha and Managaon) for project implementation strategy.

Scope of Work

The selected agency/consultant will be responsible for:

  • Development of Tool and its adaptation: Developing tools based on the proposed research design for various key stakeholders to assess the project from a pre and pro lens framework and adapting it to the local context and ensuring cultural sensitivity.
  • Sampling design: Propose a representative sample covering schools, villages, and adolescent groups across Raigad in Maharashtra..
  • Field data collection:
  1. Household & demographic surveys.
  2. Student assessments (Llife skills, financial literacy, values and other project components).
  3. Qualitative inputs from teachers, parents, and community stakeholders.
  • Data entry, analysis, and reporting: Clean datasets, conduct statistical and thematic analysis, and provide district-level comparisons.
  • Baseline report: Comprehensive narrative report with key findings, disaggregated data, challenges, and recommendations.

Deliverables

  1. Inception Report – including research design, methodology, sampling plan, and timelines.
  2. Finalized tools in Marathi, Hindi, and English (based on the project proposal).Clean datasets (Excel/SPSS) with coding manuals.
  3. Draft baseline report for review.Final baseline report (with executive summary, findings, and actionable recommendations).
  4. Presentation of findings to MelJol team.

Timeline

The baseline must be completed within 4–6 weeks from contract signing:

  • Week 1–2: Inception & tool finalization
  • Week 3–4: Data collection
  • Week 5: Data cleaning & analysis
  • Week 5–6: Draft report submission & feedback
  • Week 6: Final report & presentation

Proposal Submission Requirements

Interested agencies/consultants should submit:

●       Technical Proposal

  1. Understanding of assignment and objectives.
  2. Proposed methodology, sampling design, and data collection strategy.
  3. Team composition and expertise (CVs of key personnel).
  4. Previous experience in baseline assessments in education/life skills projects.

●       Financial Proposal:

  1. Detailed budget (professional fees, travel, data collection costs, analysis, reporting).
  2. Applicable taxes.

Criteria

  • Proven experience (minimum 3 years) in conducting baseline / impact studies in the education or child development sector.
  • Strong expertise in quantitative and qualitative research in rural contexts.
  • Ability to work in Marathi and Hindi.
  • Familiarity with the region is desirable.
