RFP - Operations & Maintenance Partner for Animal Welfare Project, Gurugram

The (AAF) invites proposals from qualified and experienced organizations to serve as the Operations & Maintenance (O&M) Partner for the implementation of a comprehensive Animal Welfare Project in Gurugram, Haryana. This initiative includes the management and operation of the following components:
- Animal Birth Control (ABC) Centre
- Veterinary Hospital
- Mobile Health Vans (MHVs)
- Animal Crematorium
1. Project Objectives
- Reduce stray animal population and rabies incidence through sterilization and vaccination.
- Provide accessible, humane, and high-quality veterinary care.
- Deliver doorstep veterinary services via MHVs.
- Ensure dignified and environmentally responsible animal cremation services.
2. Scope of Work
The selected O&M partner will be responsible for:
A. ABC Centre
- Humane spaying/neutering and anti-rabies vaccination of stray animals.
- Community outreach and awareness.
- End-to-end management of the ABC facility and vehicle.
- Compliance with SOPs and animal welfare standards.
B. Veterinary Hospital
- Provide primary to tertiary care, diagnostics, and preventive services.
- Operate a pharmacy, lab, and ambulance service.
- Ensure humane treatment and adherence to One Health principles.
C. Mobile Health Vans (MHVs)
- Deliver veterinary services at the doorstep across Gurugram/Delhi-NCR.
- Attend emergency cases and provide follow-up care.
- Operate helpline and route planning.
D. Animal Crematorium
- Operate and maintain an electronic crematorium for small and large animals.
- Ensure compliance with environmental and municipal regulations.
- Provide free services for strays and subsidized services for pets.
E. Reporting & MIS
- Digitize records and maintain a centralized MIS system.
- Submit monthly, quarterly, and annual reports (physical, financial, and qualitative).
- Conduct baseline studies and ensure transparency in operations.
3. Proposal Requirements
Interested agencies must submit:
- Organization profile and relevant experience.
- Technical and operational approach for each component.
- Staffing plan and training strategy.
- Budget and financial sustainability roadmap.
- Compliance and risk management plan.
4. Financial Model
- Services for stray animals must be free.
- Pet services may be charged at 40–50% of market rates.
- Financial sustainability targets:
- 25% by Year 1
- 50% by Year 2
- 75% by Year 3
- 100% by Year 4
5. Evaluation Criteria
- Experience in animal welfare and veterinary operations.
- Technical soundness and innovation.
- Financial viability and sustainability plan.
- Compliance with regulatory and welfare standards.
6. Submission Deadline
All proposals must be submitted by 15th of June2025 Late submissions will not be considered.
