It strives for inclusive growth that benefits all sections of society, especially marginalized and vulnerable groups.

About the Proposal

Zilla Parishad, Nandurbar invites sealed proposals from reputed agencies/consortia for the development, deployment, and field-testing of a voice-in, voice-out multilingual AI assistant. The initiative aims to empower tribal citizens and frontline workers by facilitating access to public services and government information in Bhil, Pawari, Maharashtri Kokani, Ahirani, Marathi, and Hindi through natural spoken interaction. This project addresses the language barrier and supports digital inclusion in tribal and rural areas.

Scope of work

The selected agency will be responsible for:

• Development of Automatic Speech Recognition (ASR), Text-to-Speech (TTS), and Machine Translation (MT) models for the specified languages.
• Collection, validation, and processing of 2,000 hours of voice data and 60,000 sentence pairs as per language-wise distribution.
• Development and deployment of the AI assistant as a standalone mobile app, WhatsApp/Telegram bot, and integration with government digital platforms such as Bhashini.
• Ensuring the solution is user-friendly for low-literacy, low-connectivity rural environments.
• Conducting user and stakeholder consultations, field validation, and training for at least 200 frontline workers.
• Meeting technical success benchmarks:
• Word Error Rate (WER) ≤ 10% for ASR
• TTS MOS ≥ 4.0
• Task Success Rate ≥ 85%
• Delivery of all code, datasets, and documentation to Zilla Parishad, Nandurbar.
• Ensuring all developed models are released under CC BY 4.0 or MIT license and all datasets are open-sourced to allow continuous community-driven improvements.
• Ensure that the AI assistant is compatible and integrable with all relevant internal and external Maharashtra Government technology systems and platforms.

Eligibility

• Proven experience in AI/ML, specifically in speech and language technologies.
• Prior experience with large-scale language data collection and deployment.
• Demonstrated capacity for working in tribal/rural settings (preferred).
• Financial capability to execute a project of ₹1 crore and above.
• Ability to deliver within the stipulated timeline.

• Fully functional multilingual AI assistant (mobile app, bot, integration modules)
• User manuals and training modules
• Project and field validation reports
• Source code and technical documentation
