Problem Statement:
India ranks among the highest in road traffic injuries and fatalities globally, with non-compliance to basic safety behaviors—such as helmet use, seat belt adherence, and cautious pedestrian habits—being a major contributor. Despite legal provisions, the gap in awareness and consistent behavioral practice persists at the community level, especially among youth, two-wheeler riders, and informal transport workers.
Bridgestone’s Satark 2.0 seeks to address this challenge through community-led behavior change communication (BCC) strategies that are participatory, action-oriented, creative, and measurable in impact.
Objective of the RFP:
While you're free to design your approach, this RFP invites proposals from eligible NGOs for ideating and implementing community-based road safety programs that focus on:
- Shifting attitudes and behaviors towards consistent helmet and seat belt use
- Reducing rash driving, mobile phone use while driving, and drunk driving
- Promoting pedestrian safety and lane discipline through localized campaigns
Expected Outcomes (with Measurable Indicators):
- Define theory of change for the program- We are interested in seeing your ideas for how change will be observed.
- What can be the means of verification?
- Pre-post analysis.
Eligible Applicants:
- Registered NGOs with experience in community development, road safety, or behavioral change programs.
- Having experience in the field of Road safety, Minimum of 2 years
- Registration documents like 12A,80G, CSR form 1
Scope of Work:
Proposals should outline how NGOs plan to:
- Youth-focused, action-driven program by using innovative tools.
- Safe riding practices by the use of helmets and safety belts.
- Reduce road fatalities in Pune with Means of verification and indicators.
- Measureable impact through pre- and post-awareness assessments.
- Engage local stakeholders, Communities, youth and transport authorities.
Your proposal should demonstrate how the activities directly contribute to measurable outcomes and how they can potentially be scaled or sustained post-grant.
Funding and Support:
Selected NGOs will receive financial grants and access to expert mentorship to implement their proposed initiatives effectively.

- Project Approach & Methodology
- Implementation Timeline & Key Milestones
- Budget Estimate &Resource plan
- Expected Impact & Measurement Strategy
- Risk Assessment & Mitigation Approach

Evaluation Criteria:
Proposals will be assessed based on:
- Innovation & Creativity in proposed strategies.
- Scalability & Community Reach of the program.
- Sustainability & Long-Term Impact.
- Past Experience & Proven Effectiveness.
