Background:

Family Planning Association of India (FPA India) is a social impact organisation delivering essential health services focusing on sexual and reproductive health in 18 states of India. Established in 1949, FPA India has seven decades of experience in the field of sexual and reproductive health. It works in close partnerships with central and state governments, NGOs and national and international funding agencies. FPA India touches over 30 million lives annually and endeavours to make a deeper impact with a wider reach. It has successfully implemented various initiatives with support from development partners and donors over the years.

Headquartered in Mumbai, FPA India has 44 Branches/Projects, with 41 Static Clinics, and outreach programmes spread across 18 States, including the State of Jharkhand. Over 3,000 policy-level volunteers and 1,000 FPA India Staff receive support from over one lakh community members of local volunteer groups including Self Help Groups. It works in close partnerships with central and state governments, NGOs, UN agencies, and national and international funding agencies.

Family Planning Association of India (FPA India) is looking forward to engage a Consultant – Policy Research & Knowledge Product Development, to work with the Family Planning (FP) Division of MoHFW, GoI in the endeavour to strengthen the National Programs under the National Health Mission (NHM), especially focusing on the program monitoring and evaluation component of the family planning.

This role will bridge the gap between data, research, and policy action by generating knowledge products, synthesizing evidence, and supporting decision-making processes for improved family planning outcomes.

The proposed position focuses on strengthening to review, synthesize, and translate policy insights into actionable recommendations, support the development of evidence-based policy briefs, knowledge products, and advocacy materials, facilitate documentation of best practices, lessons learned, and innovations in FP programming.

The position will be based in New Delhi and will require travel to field locations, as required.

Job Profile:

FPAI is seeking a skilled and experienced consultant to join the dynamic team of NTSU-FP-MH with a focus to review, synthesize, and translate policy insights into actionable recommendations in the family planning (FP). The proposed position focuses on bridging the gap between data, research, and policy action by generating knowledge products, synthesizing evidence, and supporting decision-making processes for improved family planning outcomes.

The consultant will work closely with MoHFW and a multidisciplinary team including Healthcare Professionals, Policymakers, and Community Leaders, to ensure the successful execution of programs aimed at FP services.

The position will be engaged on a consultancy basis and will work closely with the national, state and district level teams of MoHFW and will also work with development partners and relevant stakeholders working on FP.

Location:

The position will be based in New Delhi and will require extensive travel to field locations in several states, as required.

Key Responsibilities:

The responsibilities/deliverables that need to be carried out by the consultant are as follows:

  1. A.     Policy Review & Research
  • Review and synthesize national and state-level FP policies, operational guidelines, and strategy documents.
  • Conduct literature reviews and environmental scans to identify best practices and policy gaps.
  • Contextualize global and regional FP commitments (e.g., FP2030) with India’s national priorities.
  1. B.     Knowledge Product Development
  • Draft, edit, and finalize policy briefs, background notes, thematic papers, and presentations for senior stakeholders.
  • Compile dashboards, case studies, and thematic reports showcasing program performance, trends, and challenges.
  • Document innovations, key initiatives, and lessons learned for program scale-up and dissemination.
  1. C.     Data Analysis & Evidence Synthesis
  • Perform secondary data extraction and descriptive analysis from NFHS, Census, SRS, NSS, and other data sources.
  • Present evidence in a user-friendly manner to inform policy decisions and planning.
  • Support preparation of infographics, fact sheets, and other visual data representation tools.
  1. D.     Coordination & Advocacy
  • Coordinate with technical experts, government counterparts, and partners for consultative meetings and policy dialogues.
  • Support the design and facilitation of dissemination workshops and advocacy events.
  • Maintain a structured knowledge repository for quick reference and use in FP advocacy and program planning.

Deliverables

The following deliverables are expected from the consultant as laid out below:

  • Quarterly policy briefs and evidence-based recommendations.
  • Compiled repository of national and state FP policies, guidelines, and strategy notes.
  • Thematic papers, case studies, and performance dashboards on FP program implementation.
  • Knowledge products (presentations, reports, fact sheets) tailored for policymakers and stakeholders.
  • Documentation of best practices and lessons learned to inform future interventions.

Required Qualification and Skills:

  • Master’s degree/PHD in Public Health, Social Sciences, Nutrition Sciences, Demography, Public Policy, or related field.
  • Minimum 5 years of experience in policy research, knowledge management, or evidence synthesis in health/RMNCH+A/FP programs.
  • Experience with secondary data analysis using NFHS, Census, SRS, NSS, and other national data sources.
  • Strong skills in report writing, policy brief preparation, and presentation development.
  • Familiarity with data visualization tools and ability to translate data into actionable insights.

Remuneration:

Commensurate with experience and qualification.
