Project: Strengthening Prevention and Management of Haemoglobinopathies with a focus on Thalassemia.

Project specifications:

Through this project, PATH proposes to support the state in aligning their activities for Thalassemia control with global and national guidelines to build synergies in the system. This project will support the state in end-to-end planning, on-ground demonstration, strengthen the existing Centre for Competence for Sickle Cell Disease to include Thalassemia syndromes and support the state in devising customized solutions based on state specific context and healthcare needs.

About the position:

PATH seeks a State Program Officer to support the implementation of the Haemoglobinopathies program at state level in Maharashtra. The State Program Officer will coordinate state level activities focusing on screening, early diagnosis, counselling, health promotion, referral linkages, and capacity building for Thalassemia. This role requires close engagement with the state level health authorities for the development of intervention models and supporting policy advocacy.

Job responsibilities:

  • Provide input for strengthening project outcomes/products in alignment with state health priorities.
  • Provide liaisoning support to the Haemoglobinopathies - State Nodal Officer’s office and NHM office in the state of Maharashtra.
  • Coordinate with state, divisional and district officers for smooth implementation of program.
  • State-level engagement and advocacy for project deliverables.
  • Engage with various non-governmental stakeholders working in the state in the field of Thalassemia and Haemoglobinopathies.
  • Providing technical assistance to the state health administration in planning and executing operational plans for prevention, screening, diagnosis, and management of Thalassemia, aligned with national and state-level guidelines and initiatives.
  • Oversee executing deliverables to ensure their alignment with project requirement.
  • Situational assessment and analysis of the intervention districts in terms of service delivery for haemoglobinopathies.
  • Based on findings of the situational analysis and priorities of the state, preparation of state action plan.
  • Support in the development of knowledge products, such as standard treatment protocols, training modules, counselling guidelines, IEC materials, and planning templates relevant to Thalassemia prevention and care.
  • Organizing regular review and progress meetings with state health officials to track implementation progress, troubleshoot bottlenecks, and promote interdepartmental coordination.
  • Preparing and submitting monthly and quarterly progress reports in prescribed formats, including programmatic updates, key indicators, challenges faced, and corrective measures.     

Required Experience and qualification:

  • Any medical graduate (MBBS/BAMS/BHMS/BDS) with the Master’s in Public Health or Master’s in Healthcare Management from recognized university.
  • Minimum 10+ years of experience in the field of public health preferably working with state governments, in the public sector. Experience of working with a project on sickle cell/blood diseases is desirable.
  • Deep understanding of the National Health Mission and other related public health programs.
  • Skills/ Abilities
  • Strong collaboration skills and ability to work in cross-functional teams.
  • Strong command of English and local language (Marathi for Maharashtra) is preferred.
  • Strong communication skills, including the development of compelling presentations with the ability to translate technical content and results in formats suitable for various audiences.

Duration: This position is funded for 6 months as a consultant. Deliverables will be mutually agreed with the consultant at the time of engagement.

Location: This position is for Mumbai, Maharashtra with need-based travel to project intervention districts.
