Job Description
We are looking for a highly passionate and competent individual to be based out of New Delhi to co-lead our municipal finance reforms work particularly the crucial engagement with the MoHUA, essentially comprising program implementation/management support for XV-FC grants administration and the City Finance Rankings initiative, ensuring delivery excellence, stakeholder satisfaction and team management. The incumbent will also lead the City Finance data management, analytics & insights work for enabling further dissemination and advocacy, which is ultimately aimed at informing and empowering the states/municipalities in achieving improved financial sustainability and financial accountability and transparency for urban local bodies.
Job Responsibilities
Deliver strongly on government and donor engagement
- Deliver on all commitments made under existing (and future) government and donor engagements
- Engage closely with senior leaders in government
- Continuously strive to transform municipal finance in India at scale and with speed and agility, through a whole of systems approach
- Create an enabling ecosystem to ideate boldly and creatively, to rapidly convert ideas to action plans and to execute the same at scale and with agility
Lead the MoHUA PMU and City Finance Data Analytics teams
- Lead the team in the planning and delivery of operational goals to strengthen the work on XV-FC grant management, City Finance Rankings, City Finance Data Analytics & Insights, which form the key pillars of our engagement with MoHUA
- Engage with senior leadership at MoHUA and build and manage strong working relationship as well as open channels of communication for ongoing policy reforms and advocacy opportunities
- Develop and implement strategic direction of the municipal finance reforms work with MoHUA and other union government stakeholders and strategic partners, as required
- Co-create and finalize the annual work plan and budgets; oversee the implementation, including providing direction, guidance and technical support
- Manage and ensure high quality delivery of all projects undertaken, timely communication and stakeholder satisfaction
- Ensure optimum and appropriate allocation and use of resources; monitor compliance of grant/MoU conditions
- Prepare medium-term programme plans and the programme funding plans
- Manage the development and implementation of the programme’s communication strategy and plan
- Manage performance of team members, provide managerial direction, guidance and leadership and performance feedback and coaching
- Promote learning and development and put in place systematic leadership development/talent development plans and programs
Engage with other union government stakeholders, as well as the extended urban governance and municipal finance ecosystem
- Build and nurture relationships with other union government stakeholders interested in Municipal Finances (such as Niti Aayog, Department of Expenditure Ministry of Finance, Department of Economic Affairs Ministry of Finance, Reserve Bank of India etc.), strategic partners (Institute of Chartered Accountants of India, etc.), and the donor ecosystem, to achieve active collaboration, cooperation and alliances on programme development and implementation
- Ensure Janaagraha’s active participation in relevant forums and working groups to establish effective networks and keep abreast of ongoing debates and thinking on municipal finance and urban infrastructure finance.
- Build relations and partnerships with senior government officials as well as multi-lateral, bi-lateral agencies and NGOs and participate in critical meetings and events;
- Represent Janaagraha in external forums, events and meetings, participate in policy dialogue; discuss policy initiatives, and/or present policy papers/ideas
- Create and maintain strategic partnerships
Education Qualification/Required Skills & Experience
- Master’s degree or equivalent in business administration, finance, public finance, public administration, public policy or other directly relevant fields OR a Membership of a Professional Institute such as the Institute of Chartered Accountants of India
- 15+ years of experience in government advisory or public finance or business management/consulting or senior leadership roles in finance; should have held leadership roles in their career, engaging with senior stakeholders in government/industry
- Adequate experience in leading high-performance, client service teams
- Strong project management skills and sharp focus on high-quality, timely execution
- Preferred – should have led projects with governments on urban infra financing, municipal revenue optimisation/augmentation, transaction advisory
