Purpose of Job

The Senior Leader will serve within the Inclusive Bharat Collaborative, with overall responsibility for anchoring and delivering the Institutional + Donor supported program focused on adolescent health, gender equity, and systems strengthening. This role requires a dynamic blend of visionary leadership, technical public health expertise, and operational excellence, working closely with the program NHM Mission Directors, and government officials at state and district levels, as well as departments such as the Ministry of Tribal Affairs (MoTA), Women and Child Development (WCD), and Education. The individual will provide strategic direction, lead institutional engagement, guide multi-stakeholder coordination, and oversee Technical Support Units (TSUs) to ensure high-quality implementation through evidence-based, data-driven decision-making, particularly across Jharkhand state. They will drive a culture of adaptive learning, accountability, and equity-centered outcomes within the organization and with external partners.

This position demands a seasoned and mission-driven public health leader with a proven track record of managing large-scale, government-led programs, especially in complex and underserved settings. The ideal candidate will bring the ability to influence public policy, navigate diverse stakeholder landscapes, and build sustainable systems for long-term impact.

Essential Qualifications

Doctor with public health degree- MBBS, BDS, BAMS or equivalent degree in clinical/public health streams; MD Community Medicine/ Master’s in Public Health/ Health Management, or equivalent advanced degree in Public Health/Development Studies/Management. Advanced Studies in gender will be an advantage/preferred.

Essential Experience

  • Strong technical skills with minimum 15 years of experience in public health, with at least 8–10 years’ experience in state or national-level public health programs
  • Prior experience in setting up and managing a Technical Support Unit (TSU) in partnership with a State Government/Central Government is a must.
  • Extensive experience engaging with government stakeholders, especially under NHM, Tribal affairs/Education/WCD etc
  • Proven expertise in managing impact driven large-scale adolescent health, Sexual Reproductive Health, and gender programs
  • Demonstrated ability to handle complex, multi-stakeholder partnerships across public, private, and civil society actors
  • Strong familiarity with government protocols, systems, and decision-making structures is a must
  • Experience working in tribal and underserved geographies

Key Roles/Responsibilities: 

  • Lead the overall strategy, execution, and coordination of the Co-Impact-supported program, ensuring alignment with donor priorities and state government goals.
  • Oversee the functioning of State TSUs, ensuring timely and quality technical support across adolescent health, SRH focusing on gender equity .
  • Serve as the primary interface between the organization and government stakeholders, especially Mission Directors and senior NHM officials
  • Ensure program implementation are data-informed, evidence-based, and responsive to local context, especially in tribal regions
  • Guide the development of state- and district-level operational plans, technical frameworks, and support packages
  • Build and nurture partnerships with relevant line departments (WCD, Education, Tribal Affairs) and other development and technical partners to drive convergence and scale
  • Mentor and supervise multi-disciplinary technical teams to deliver high-impact, sustainable outcomes
  • Monitor program delivery, manage risks, and drive adaptive management in collaboration with MEL teams
  • Facilitate regular reviews with government, donors, and internal teams to ensure progress, transparency, and course correction
  • Anchor institutional learning and documentation efforts, contributing to thought leadership in adolescent health and gender equity
  • Represent the program at high-level forums, panels, and donor consultations
  • Collaborate closely with cross-functional teams including program, partnerships, MEL, and strategy to ensure alignment and coherence across projects.
  • Build institutional strength/mentoring in the areas of gender and equity across organization.
