Job Description

To lead the development of an evidence-based feedback loop, providing the CMO with objective analysis on scheme performance, public needs, and systemic bottlenecks to inform long-term policy adjustments and resource allocation.

Job Responsibilities

• Policy Gap Assessment: Conduct rigorous analysis of scheme efficacy, identify underserved populations, and propose evidence-based modifications to existing Government Resolutions (GRs).
• Impact Evaluation & Econometrics: Design and execute longitudinal studies, utilizing advanced econometric modeling to accurately measure the Cell's longterm contribution to citizen welfare and state development indicators.
• Cross-Functional Intelligence: Synthesize quantitative data from the Monitoring App (Data Team) with qualitative feedback (Outreach Team) to provide holistic, actionable intelligence on ground realities.
• Strategic Reporting: Prepare high-level analytical reports, policy white papers, and presentation decks for the Principal Secretary, summarizing complex findings into clear, prescriptive governance recommendations.

Education Qualification/Required Skills & Experience

• Education: Master's degree in Economics, Public Policy, Applied Statistics, or an equivalent analytical discipline. Ph.D. or comparable research experience is highly desirable.
• Experience: Minimum of 5 to 8 years of overall high-level experience in policy research, strategic planning, or economic development consulting, including at least 3 years focused on large-scale government programs or public systems reform.
• Skills: Advanced proficiency in statistical software (e.g., R, Python, Stata) and demonstrated ability to translate empirical data and complex statistical models into clear policy prescriptions for executive audiences.
