Scope of Work:

Terms of Reference of Dashboard for MIS and Android-based Mobile Application Software for Adolescent Mental Health Programme in Madhya Pradesh

For the Adolescent Mental Health and Well-being Programme an Android-based mobile application and a web-based Management Information System (MIS) dashboard is required. . The mobile application will enable adolescents to access age-appropriate learning modules, undertake mental health screening, and connect with mental health support services, wherever required. The MIS dashboard will support programme implementation by enabling counsellors and project staff to record programme activities, monitor school-based interventions, and generate implementation reports.

THE AMERICAN INDIA FOUNDATION TRUST (AIFT)  intends to engage the services of an agency to provide technical support for the  mobile application, dashboard for it and the MIS. The scope of work will primarily include testing and finalization of the application, implementation of agreed enhancements, dashboard management, application maintenance, deployment support, data analysis, documentation, and evidence building to facilitate effective implementation and scale-up of the intervention

The selected agency shall provide technical and operational support throughout the implementation period valid till 30th September 2029 subject to fulfilment of the conditions of the bid and the funding for the programme. 

Proposal Requirement - Technical:

The technical proposal should cover at least below areas:

Applicant eligibility requirement(s):

• The bidder organization should be registered as a legal entity for doing business in India.
• The applicant must have demonstrated ability to provide expert advice and should have at least 3 years of experience in software development or relevant experience in developing a similar mental health application.
• The bidder must have demonstrated experience in designing and deploying mobile applications in the field of adolescent mental health with at least one similar application developed and implemented within the last three years.
• The bidder should have experience in developing and managing web-based Management Information System (MIS) dashboards for programme monitoring, reporting, and data management, preferably for health or social sector programmes.
• The proposed mobile application should demonstrate support for multilingual functionality, and the bidder should have prior experience in developing or managing multilingual mobile applications.
• The bidder should have proven experience in providing application maintenance, technical support, bug fixing, version upgrades, and implementation support for deployed mobile applications and dashboards.
• Preference will be given to agencies with prior experience of working with Government departments, development partners, NGOs, or international organizations in implementing digital health or mental health programmes.

Technical Requirements:

The bidder should provide information in English language on overall qualifications, including:

1. Profile of organization
2. Past experience, clients handled and completed assignments.
3. Services and support available post-delivery of Services
4. Technical Proposal (maximum limit of 10-12 pages)
5. At least two references of clients (contact email id/ phone)
6. Views on the RFP requirements – Agreement and suggestions to the scope of work outlined in Section III (not more than 5 pages)
7. Profile of team members proposed for the project (not more than 2 pages)
8. Any other relevant information (not more than 1 page)
9. Only for-profit entities can apply. Nonprofit entities (NGO) are not eligible to apply under this bid

Attachments/ Enclosures for Technical Bid:

Bid must be submitted in English language only and should contain: 

1. Covering letter with reference to all enclosures or attachments.
2. Copy of registration documents/ certificate and most recent renewal as a legal entity.
3. License or permission if any for doing business with computers.
4. Copy of PAN & TAN.
5. Copy of GST Registration.
6. Copy of MSME registration certificate (if registered)
7. Copies of last three years ITR. (exempted for startup raised within last two year)
8. All Bid must contain the complete address of firm, including contact number/ email ID of the person who is authorized to submit the bid under their signatures.

Financial Bid

It is to be submitted separately as per Annexure II. No conditional price is to be quoted.
