Position Overview

PFEL is seeking highly motivated individuals with a passion for bringing large-scale change to India’s public education system, along with strong implementation and operational skills to support its leadership practices on the ground as Program Leaders.

Reporting to the Program Manager, the Program Leader will be responsible for ensuring effective implementation of ongoing programs, including Gandhi Fellowship programs, and achievement of project targets.

The Program Leader will spearhead PFEL’s initiatives in assigned districts, ensuring effective implementation of:

• Mission Buniyaad
• Samriddhi Project
• 21st Century Competencies interventions

The role involves close collaboration with DIETs, Samagra Shiksha and district stakeholders to institutionalize reforms, build capacity and deliver measurable impact.

Key Responsibilities

Program Implementation

• Lead execution of Mission Buniyaad to strengthen ICT lab schools.
• Drive Samriddhi Project interventions linking education with scholarships.
• Empower district institutes to lead the incorporation of 21st Century Competencies into teacher training and instructional practices.
• Manage program delivery across 2–3 districts, ensuring adherence to timelines and quality standards.

Institutional Engagement

• Collaborate with DIETs to evolve them into Centres of Excellence.
• Partner with Samagra Shiksha to align district-level interventions with state priorities and organizational objectives.
• Facilitate curriculum integration, ICT lab strategies and professional development modules.

Stakeholder Management

• Build strong relationships with government officials, school leaders and community champions.
• Represent PFEL at district/state panels, workshops, governance and review meetings.
• Enable advocacy networks to sustain reforms and scale innovations.

Reporting & Documentation

• Prepare monthly and quarterly progress reports using authentic data.
• Document case studies, success stories and learnings for knowledge dissemination.
• Track interventions using empowering frameworks and contribute to impact assessments.

Team Leadership

• Coach district fellows, program associates and champions.
• Facilitate capacity-building workshops and empower teams for independent leadership.
• Ensure alignment between district operations and PFEL’s state strategy.

Competencies & Skills

• Strong expertise in educational reform, strategy development and implementation.
• Ability in program management and district-level operations.
• Skilled in data synthesis, reporting and impact measurement.
• Excellent communication, negotiation and stakeholder engagement skills.
• Capacity to lead teams, coach fellows and build institutional ownership.

Qualifications & Experience

• Master’s degree in Education, Social Work, Development Studies or a related field.
• 3–5 years of experience in education leadership, preferably at the block, district or state level.
• Prior exposure to government systems, institutional partnerships and systemic reforms.
• Experience in design facilitation, teacher training or ICT-based interventions is desirable.
