Job Description
Under the guidance of National Jal Jeevan Mission, EAII Advisors (as Evidence Action's technical partner in India), is supporting the Odisha Rural Water Supply & Sanitation (RWS&S) department in scaling in-line chlorination (ILC) initiatives to ensure safe drinking water in rural households.
The Senior Officer, Technical Support Unit (TSU) will provide technical and operational support to the RWS&S department, working closely with the EA National Office. The role involves day-to-day coordination with Odisha RWS&S government officials, providing district and block level technical assistance, facilitation, and data monitoring, ensuring smooth execution of ILC initiatives in the state.
Job Responsibilities
Technical Support
- Support EA National Office in liaison efforts with Odisha RWS&S state, district and block officials, and DIL team in Bhubaneswar supporting day-to-day departmental needs on ILC initiatives and water disinfection.
- Assist department in the deployment, calibration, and troubleshooting of in-line chlorination devices while providing technical support to district and block-level officials for proper installation, operation, and maintenance (O&M).
- Conduct regular field visits to assess device functionality, address operational challenges, and ensure seamless implementation of ILC systems across the state.
- Work with EA National Office to integrate ILC into state rural water Annual Action Plan plans
Capacity Building & Training
- Work with the EA National Office and DIL team in Bhubaneswar on developing and delivering training modules to Odisha RWS&S state, district and block levels, along with technicians, and valve operators.
- Facilitate district- and block-level training sessions on ILC installation and O&M.
- Assist in organizing technical sessions, capacity building workshops and field demonstrations in collaboration with Odisha RWS&S
Monitoring & Data Management
- Support in collecting and compiling field data on ILC device performance and chlorine residual levels (TRC and FRC).
- Assist in analyzing water quality data to ensure compliance with national and state-level guidelines.
- Support the preparation of monthly and quarterly reports for review with department officials.
Coordination with stakeholders:
- Assist and co-ordinate with Evidence Action partners and regularly maintain weekly/monthly minutes on engagement with EA partners and Odisha RWS&S officials,
- Support interaction between state, district, and block officials, ensuring smooth implementation of ILC initiatives.
Compliance & Documentation
- Ensure ILC SOPs and advisories comply with national and state water quality guidelines under National Jal Jeevan Mission mandate
- Maintain project documentation, SOPs, and technical records on program operations to provide updates to Odisha RWS&S officials
- Develop case studies and best practice reports to inform programmatic improvements.
Education Qualification/Required Skills & Experience
- Bachelor’s or Master’s degree in Economics, Public Health, Environmental Science, Water Resources, Engineering, or a related field
- 5–7 years of experience in the water sector or health programs, ideally in technical support to government departments, with a focus on Odisha
- At least 3 years of experience managing large-scale government projects, including direct engagement with government officials
- Proven ability in preparing reports, documentation, and presentations for government projects, with advanced proficiency in Microsoft Excel, Word, and PowerPoint
- Demonstrated experience working with government agencies or departments (mandatory). Experience with Odisha RWS&S or Odisha Panchayati Raj & Drinking Water is a strong advantage
- Expertise in rural water supply systems, water treatment technologies (e.g., chlorination), or rural water infrastructure is desirable
