GAVB, a part of Piramal Foundation, supports the government to transform the public healthcare system by building a robust digital delivery platform that ensures availability and accessibility of quality healthcare for all. Through this, we seek to enhance experiences of citizens in accessing government health services at the last mile.

This role will be responsible for but not limited to the following:

A. Strategic Operations Leadership

  • Lead overall Zonal operations for GAVB Assam.
  • Translate state strategy into district operational plans.
  • Drive execution excellence across all districts of operation.
  • Ensure operational alignment with the GAVB Theory of Change.

B. Program Planning & Execution

  • Develop annual, quarterly and monthly operational plans.
  • Ensure milestone-based implementation across districts.
  • Drive execution reviews and course-correction.
  • Ensure timely delivery of program outcomes across districts.

C. Team Leadership

  • Lead Operations Leads, District Leads, Gandhi Fellows and Karuna Fellows.
  • Build leadership capability across the team.
  • Drive performance management for the team.
  • Provide coaching and mentoring to team members.
  • Support talent development and succession planning.

D. Government & Partnership Management

  • Build strong relationships with NHM and State Government.
  • Coordinate with the Mission Director, State Nodal Officers and District Administrations.
  • Facilitate convergence across departments.
  • Represent GAVB in state-level meetings and forums.

E. Monitoring & Performance Management

  • Develop and maintain operational dashboards.
  • Review KPIs and program performance regularly.
  • Track district-level performance against targets.
  • Conduct periodic operational reviews.
  • Identify risks and drive corrective action.

F. Systems Strengthening

  • Institutionalize SOPs across districts.
  • Improve operational processes on an ongoing basis.
  • Drive quality improvement in program delivery.
  • Strengthen governance mechanisms.
  • Support innovation and continuous improvement.

G. Knowledge Management

  • Capture best practices from across districts.
  • Develop operational playbooks.
  • Document learnings for organizational use.
  • Facilitate cross-learning across districts.

H. Reporting

  • Prepare reports for the State Leadership Team.
  • Present operational insights and recommendations.
  • Support donor reporting requirements.
  • Monitor budget utilization across districts.

Qualification

  • Master's Degree in Public Health (MPH), Rural Management, Development Studies, Public Policy, Management, Social Work, Health Administration, MBA or equivalent.
  • Candidates from premier institutions preferred.
  • Additional certification in Project

Experience required

  • Minimum 10-12 years of professional experience, with at least 5 years in operations leadership.
  • Experience managing multi-district / state-level programs.
  • Experience leading large cross-functional teams.
  • Experience working with State Government departments.
  • Exposure in public health, development sector, governance or systems strengthening.
  • Experience in program planning, monitoring, budgeting and execution.
  • Experience managing partnerships with government, NGOs and development partners.
  • Preference will be given to candidates with experience in Assam or Northeast India.
