Room to Read India was established in 2003 and presently has programs in twelve states – Andhra Pradesh, Bihar, Chhattisgarh, Delhi NCR, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh.

Founded on the belief that World Change Starts with Educated Children®, our innovative model focuses on deep, systemic transformation within schools during two time periods that are most critical in a child’s schooling: early primary school for literacy acquisition and secondary school for girls’ education. We work in collaboration with local communities, partner organizations, and governments to develop literacy skills and a habit of reading among primary school children and ensure girls can complete secondary school with the skills necessary to negotiate key life decisions.
I. About the Program:
The program aims to strengthen early grade reading skills among primary school children through comprehensive interventions including development of reading materials, library strengthening, teacher capacity building, supportive supervision, and system-level support and advocacy.
II. Background
Goal: To strengthen foundational literacy skills of Grade 1 and Grade 2 children enrolled in government schools of Hazaribagh and Giridih district through Structured Pedagogy and Quality Children Literature.
The project combines structured pedagogy, teacher and CRP capacity building, and access to age-appropriate children’s literature through cluster libraries. Using a three-pillar Early Grade Literacy approach—oral language, orthographic skills, and exposure to diverse texts—the initiative seeks to improve reading fluency and comprehension.
III. Scope of Work
The assignment will focus on providing technical advisory support to strengthen program operations and partnerships, review processes, and recommend strategies for effective implementation.
The consultant/vendor is expected to undertake the following monthly activities:
- Ensure timely execution of all activities as per the plan finalised with and approved by the Project Point of Contact.
- Maintain quality assurance mechanisms in implementation and reporting.
- Submit monthly and quarterly reports and documentation of activities as required.
- Ensure alignment of all activities with Room to Read’s program frameworks and government priorities.
- Proactively identify risks or delays and propose mitigation strategies to the Project Point of Contact.
- In-person meeting with Block officials of 3 blocks, twice per month.
- Prepare Project update monthly presentations (including SurveyCTO and EVV data analysis) as per the template provided for 3 blocks (approved by Project Point of Contact) and conduct/ facilitate Block Review Meetings, Gurugosthi, Cluster Academic Meetings on Foundational Literacy.
- Complete 12-16 joint visits with education department officials, one school per day and provide guidance to the officials for supporting Gr1 & Gr2 teachers in quality classroom practices.
- Complete 24-30 review visits individually, two per school per day, in all blocks collectively.
- Conduct spot assessments of five Gr1 and five Gr2 children during school visit, compile the data and share with teachers and CRPs with feedback.
- Present weekly activity update during team’s weekly review meetings and monthly meetings.
- Conduct Formative Assessment in allocated schools in 3 blocks.
- Send weekly digital nudges and project strategy messages to all CRPs of 3 blocks.
- Submit all the activity data in Survey CTO and compile in Excel sheet as provided by approved by Project Point of Contact.
- Share the final completion reports of all the activities in the format provided by approved by Project Point of Contact.
- Completion and submission of report on last day of every month
Role of RtR
Room to Read will:
- Provide program orientation, tools, and templates.
- Facilitate linkages with officials.
- Offer technical support and feedback.
- Monitor deliverables.
- Provide access to program data and documents.
Eligibility Criteria: - The vendor
The vendor must have:
- Bachelor’s degree in education / social sciences or equivalent.
- Minimum of 3 years of experience in Primary education
- Strong knowledge about education in general and language and reading practices and approaches in particular.
- Strong written and oral communication skills.
- Experience working with government systems.
- Experience in implementation and reporting.
- Good interpersonal skills and a team player.
Contract Duration: -
- The duration of the assignment till end of December 2025.
- An additional 3 months may be considered based on performance and program needs.
- The monthly consultancy fee is inclusive of local travel within the district for all the school visits and all types of government meetings. (Only shortlisted vendor will be Contacted for the same)
- All expenses incurred for travel/ accommodation/ meals for review meetings & trainings outside district and meals only for monthly and quarterly review meetings & trainings within district will be borne by Room to Read.

Proposal received after the prescribed deadline will not be considered.
- Selected vendors will be required to sign and abide by the Child Protection policy of Room to Read.
