Project Title:

Building climate resilience in India by initiating the national adaptation plan process and scaling up adaptation finance

Reporting to

GCF Focal Point, Ministry of Environment, Forest and Climate Change and Head – Action for Climate and Environment Unit. 

UNDP India’s new Country Programme (2023-2027) builds on our prior work and aims to provide an integrated approach to development solutions in three strategic portfolios:

  • Strong, accountable and evidence-led institutions for accelerated achievement of the SDGs;
  • Enhanced economic opportunities and social protection to reduce inequality, with a focus on the marginalized.
  • Climate-smart solutions, sustainable ecosystems and resilient development for reduced vulnerability;
  • South-South cooperation, gender equality and social inclusion are promoted across the pillars. The programme is supported by a framework of renewed partnerships and blended finance solutions, strategic innovation and accelerator labs, and data and digital architecture.

Project Background and Description:

Under the mandate of Article 7 of the Paris Agreement and global goal of adaptation countries are called to intensify their efforts regarding climate change adaptation. India's initial Adaptation Communication was submitted at COP 28 in 2023. Going ahead, as part of the Global Stock take 2023 all Parties are expected to have their National Adaptation Plans (NAPs) in place by 2025, with significant progress in implementation by 2030.

The Ministry of Environment, Forest, and Climate Change (MoEF&CC), as the nodal agency, is leading the development of India’s National Adaptation Plan (NAP), an essential framework to integrate climate adaptation into India’s core development planning. Aligned with global mandates such as the Cancun Adaptation Framework and the Paris Agreement, India’s NAP aims to establish a cohesive approach to adaptation across priority sectors, enhancing resilience at national and sub-national levels.

The sectors of priority identified for the NAP are: (i) Agriculture (ii) Water (iii) Ecosystems and biodiversity (iv) Forestry (v) Health (vi) Poverty Eradication & Livelihoods (vii) Traditional Knowledge and Heritage (viii) Disaster Management and Infrastructure Resilience (ix) Adaptation resourcing.

As part of the project and support NAP implementation, a stocktaking of existing climate risk and vulnerability studies must be undertaken at the national, state and sectoral levels. A web-based repository of these studies and assessments must be developed, along with the development of a decision support system to support sectoral ministries in identifying climate risks and assess vulnerabilities.

MoEF&CC and UNDP seek a capable technical agency with expertise in climate adaptation and policy integration to carry out the activities mentioned above.

Objective:

The Technical Agency will provide MoEF&CC and UNDP with the technical expertise, coordination, and synthesis necessary for undertaking and completing the stocktaking of existing vulnerability studies, creation of a web-based repository, and development of a decision support system.

The primary objectives are:

  • Conduct a stocktaking of existing climate risk and vulnerability studies: A stocktaking will be undertaken of the existing climate risk and vulnerability studies under various identified sectors for NAP (mentioned above). Identification of sectors that require participatory and gender sensitive assessment and studies will also be conducted.
  • Develop a web-based repository on existing studies: A web-based repository on existing studies on vulnerability and climate risks in India will help improve collation of information and make it easily accessible.
  • Develop a decision support system to assist ministries in identifying climate risks and vulnerabilities for important sectors: This system will help further the data harmonization process for different ministries by bringing together data from different sources and methodologies.
  • Identify gaps, overlaps, and inconsistencies in current knowledge base: Identification of any data gaps, overlaps, and inconsistencies in the current knowledge base and methodologies, and determining areas that require more data or studies.
  • Conduct two awareness raising workshops on the adaptation database and online decision support system: To create more awareness on the guidance framework as well as the online adaptation database, two awareness raising workshops will be conducted at the national and regional levels for central and state government officials.

Under this output, the project will provide guidance on vulnerability assessment to strengthen the overall adaptation plan. The Technical Agency will be responsible for the following tasks:

  • Conduct stocktaking and needs assessment
  • Develop web-based repository
  • Develop decision support system
  • Conduct awareness workshops

Deliverable/ Outputs:

  • Report on existing climate risk and vulnerability studies at the national, state and sectoral levels, including recommendations for future studies required.
  • Report on gaps, overlaps, and inconsistencies identified in existing knowledge base.
  • Web-based repository and atlas on existing studies on vulnerability and climate risks in India- Searchable by level, sector, geography, and other filters.
  • Development of a decision support system for stakeholders with tools and modules for risk assessment, cost analysis, and data visualization. Supports data harmonization and sectoral planning.
  • Workshops (2) on adaptation database and online decision support system.

Duration of the Assignment: The duration of the assignment is for 8 months from July 2025 till February 2026.

Eligibility

The following eligibility criteria should be demonstrated by the bidder: The Service Provider should have:

  • At least five years of proven experience in climate adaptation and conducting climate vulnerability and risk assessment for different sectors.
  • At least three years of proven experience working in developing web based/offline tools and data systems on climate vulnerability and risk assessment.
