Janaagraha began as a movement to promote participatory democracy at the neighbourhood level. We soon discovered, however, that citizen participation alone was not enough.

Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.

Job Description

The Councillor Leadership Development Program (CLDP) is an initiative aimed at equipping elected city councillors—especially women councillors—with the information, skills, and networks needed to strengthen local urban governance and drive inclusive change. The program seeks to build a cadre of empowered, capable councillors through participatory training, peer learning, and institutional collaboration.

We are looking for a highly motivated and detail-oriented Associate to join the CLDP team. The Associate will play a key role in anchoring program documentation, content development, and field-based implementation. This role is ideal for someone with exceptional writing and presentation skills, a strong grounding in governance or development practice, and the willingness to travel frequently to engage with councillors, conduct field research, and support training delivery

Job Responsibilities

Program Documentation and Communication

  • Draft high-quality reports, case studies, policy briefs, training content, and knowledge products.
  • Prepare documentation for internal learning, external partners, and donor reporting.
  • Support the design of communication materials such as presentations, articles, and others.

Training and Capacity Building

  • Assist in designing training sessions and materials, ensuring they are contextually relevant and user-friendly.
  • Support the delivery of trainings and workshops for councillors.
  • Coordinate logistics and feedback collection from training sessions.

Field Coordination

  • Travel to program cities and wards to support implementation, engage with elected representatives, and gather insights.
  • Conduct interviews, group discussions, and feedback sessions with councillors and partner organisations.
  • Maintain field visit reports and contribute to real-time program learning.

Program Support

  • Assist in maintaining trainer and councillor databases, tracking program milestones, and organising convenings or events.
  • Coordinate with internal teams (state teams, tech, comms, MEL) to ensure timely delivery of outputs.

Education Qualification/Required Skills & Experience

  • Postgraduate degree in public policy, development studies, urban planning, governance, or a related field.
  • 2+ years of relevant work experience, preferably in the development sector or governance.

Key competencies

  • Strong interpersonal skills and comfort in working with government stakeholders and community leaders.
  • Excellent written communication skills, with demonstrated experience in authoring reports, presentations, briefs, or editorial content. Canva skills are a plus.
  • Fluency in English and at least one Indian regional language (spoken and written).
  • Willingness to travel frequently for fieldwork across cities.
  • Ability to work collaboratively in a fast-paced, evolving environment.
  • Prior experience in training, facilitation, or participatory research will be a plus.
