About the Organization

Established in 2007, the National Health Systems Resource Centre, a premier Think Tank for MoHFW, is mandated to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health.

Job Description/Responsibilities

  • The Consultant is expected to provide technical support to the Public Health division and other divisions of NHSRC on a broad range of issues about law and health.
  • Take the day-to-day legal responsibilities and provide support to the Divisions on its substantive work on health law and policy, including:
    • National Public Health Bill
    • Comprehensive Protocol for managing Medico-Legal cases, including sexual assault and rape, based on extant laws and legal obligations.
    • Law to regulate Lactation Management Centres / human milk banking.
    • Clinical Establishment Act
    • Digital Information Security and Privacy issues
    • Undertake legal research and analysis on assigned areas of work.
    • Draft good-quality briefing documents, analytical frameworks, conceptual papers, presentations, and other documents as required.
    • Undertake drafting of laws, policies, and programs assigned.
    • Draft responses to queries related to legal-ethical issues in health.
    • Keep abreast of, document, and update the team on the latest law and policy developments in the area of health/public health.
    • Assist the team in ensuring that the health policies, programs, and guidelines being developed conform to the extant statutory legal obligations.
    • Providing support in legal issues by advising the organization, drafting legal documents, and structuring legal remedies for the relevant issues.
    • Organize meetings, workshops, and consultations as required.
    • Assist states and districts in implementation of health- r e la t e d laws, through training and capacity development, supportive supervision and monitoring.
    • Coordinating and collaborating with other divisions of NHSRC
    • Undertake any other assignments assigned by ED and Advisor

Education Qualification/Required Skills & Experience

  • MBBS/BDS and Law degree (L.LB) from a UGC recognized University with Post qualification relevant work experience of minimum 2 years in legal field / health Or
  • Graduate in Law (integrated course- 5 year) from a UGC recognized University with Post qualification relevant work experience of in the health field/ hospitals or working with Govt. health department for a minimum of 2 years Or
  • Post Graduate degree in public health (MPH/MBA in healthcare management/PGDHM) and Law degree (L.LB) from a UGC recognized University with Post qualification relevant work experience of minimum 2 years in legal field / health
  • A working knowledge of important health-related laws.
  • Excellent legal research, analysis, drafting, and presentation skills.
  • Willingness to travel to states & districts to provide technical assistance.
  • Ability to work individually with minimum supervision and on different assignments simultaneously to meet tight timelines.
  • An understanding of the public health structure and systems in India
  • Demonstrated ability to work in a multi-disciplinary team environment.
  • Computer proficiency with the high level of familiarity with commonly used packages like MS Word, Excel, PowerPoint

Desirable

  • Work experience in areas of health law and policy, including on issues of hospitals, healthcare, mental health, gender, sexuality, disability, HIV, TB, tobacco control etc.
  • Research experience in relevant areas of law and health.
  • Published work in the area of interlinkages between law, health, and equity.
