Job Description
The Clean Air team at CEEW aims to strengthen air quality management in India by:
- Plugging critical data and information gaps,
- Building the technical and enforcement capacity of institutions, and
- Equipping citizens with information that can transform them into agents of change.
To support this mission, the Clean Air team seeks to hire a Consultant who will contribute to and expand its work on regulatory governance within air quality management. The shortlisted candidate will play a key role in developing conceptual and analytical frameworks through deep literature reviews, legal and institutional analysis, and both qualitative and quantitative research. The position will support a range of ongoing research and policy workstreams focused on improving regulatory design, institutional accountability, and public engagement in air quality management, while also contributing to knowledge products and thought leadership efforts.
The role involves close coordination across projects and verticals within the Clean Air team, and active engagement with stakeholders from government, industry, and civil society. The ideal candidate will bring a strong foundation in legal-regulatory analysis, sound research skills, and the ability to synthesise and visualise findings for impact. Familiarity with environmental policy and governance is essential, and willingness to travel is expected.
Job Responsibilities
Research and programme assistance
- Conduct thorough literature reviews on air quality management topics and summarise key findings to support the governance workstream.
- Review and summarise relevant laws and government documents and identify stakeholders for interviews/ consultations to support ongoing projects.
- Analyse and interpret quantitative on air pollution trends, emissions, and regulatory impacts, and create visualisations for reports and presentations.
- Stay updated on the latest academic research, policy developments, and grey literature in the air pollution and environmental governance sectors.
- Support the various verticals within the Clean Air team by contributing research, analysis, and stakeholder insights across projects.
- Collaborate with interdisciplinary teams to align research with project needs, conceptualise new frameworks, and assess the effectiveness of interventions.
- Assist with project management, including help with preparing presentations, factsheets and other communication material.
- Support efforts to use new media platforms for wide dissemination of CEEW's work and, in turn, closer engagement with the wider community.
- Engage with government officials, industry experts, researchers, and civil society stakeholders to gather inputs, provide research support, and disseminate findings.
- Assist in the preparation of various publications such as issue briefs, reports, blogs, and presentations, ensuring high-quality and accurate content.
- Participate in relevant conferences, workshops, and training programmes for a comprehensive understanding of air quality management in India and globally.
- Keep tabs on the latest research and policy developments pertinent to air pollution in the state, India, and worldwide.
Education Qualification/Required Skills & Experience
- Master's degree in law, public policy, regulatory governance, public administration, environmental policy, economics, and urban planning.
- Preference will be given to candidates with a law/regulatory governance/public policy background.
- Awareness about major developments in air pollution and environmental regulations, monitoring and forecasting, solid waste management, sustainability policy, regulatory governance, etc.
- Prior experience in related field(s).
- 1-3 years of work experience.
- Knowledge of English and Hindi is mandatory.
Main skills
- Good research skills, ability to carry out systematic literature reviews, follow governance processes and updates.
- Strong legal and regulatory aptitude.
- Analytical skills, including quantitative research skills, are desirable.
- Ability to handle and analyse datasets.
- Familiarity with qualitative as well as quantitative research methods.
- Prior experience in policy/regulatory research.
- Excellent stakeholder and project management skills.
- Excellent written and oral communication skills.
