JOB PURPOSE

In coordination with WFP Country Office and under the supervision of Pr. Secretary, Department of Labour and Employee's State Insurance Department, Government of Odisha, or as decided by her/him, the State Project Coordinator will provide technical assistance to coordinate the implementation of a pilot project in Khordha district, Odisha, on digital platforms for facilitating portability of food-based social protection programmes such as TPDS, Anganwadi Services, health services and School Meals enabling seamless access to entitlements for migrant women, children and their families.

The position holder will coordinate with multiple government stakeholders at state and district level to ensure smooth implementation of the pilot. The position holder will also contribute to capacity-building efforts, monitoring and documentation

KEY ACCOUNTABILITIES (Not all inclusive) 

Under the direct supervision of the Pr. Secretary, Department of Labour and Employee's State Insurance Department, Government of Odisha, or as decided by her/him, and under the technical supervision by Head of the Social Protection and Supply Chain Unit, WFP New Delhi the State Project Coordinator will be responsible for the following duties:

Supporting Implementation of Digital Solutions for Social protection portability

• Assist in designing and implementation of an integrated digital platform for real-time mobility tracking of migrants.
• Support in organising stakeholder consultation workshop to facilitate solution design.
• Create an implementation plan outlining key milestones, timelines and responsibilities for the rollout of digital solutions.
• Coordinate with State Level Technical Committee to ensure smooth implementation of the digital solution.

Support in vendor onboarding and management.

• Provide support to WFP to coordinate with vendor for developing the digital solution for social protection portability.
• Coordinate with the vendor to ensure smooth functioning of the digital solution and timely troubleshooting.
• Ensure timely reporting and sharing of necessary documentation by the vendor.
• Support the vendor in ensuring any other compliance with project requirements.

Support in Project Management and Documentation of social protection portability:

• Coordinate and manage project implementation following established targets and timelines.
• Compile project related data and support analysis; prepare detailed reports on project progress, performance and resource utilization; submit regular monitoring reports.
• Work and exchange information with colleagues to support effective collaboration, implementation and monitoring of ongoing project activities.
• Support communication and activities with local partners, agencies, NGOs and government institutions to facilitate project implementation and monitoring.
• Function as a point of contact for resolution of general operational queries requesting assistance where necessary.
• Assist in drafting concept notes, reports and presentations for project updates and stakeholder meetings.
• Assist in documenting best practices, lessons learned and recommendations for scaling up successful initiatives.

Coordination and Capacity Building support

• Coordinate with the State-level and District-level government functionaries to facilitate smooth project implementation.
• Assist in organizing and conducting training sessions for government functionaries.
• Support the development and administration of e-learning modules for government functionaries

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

• Advanced University degree or First level University Degree from an institute of repute in any of the following disciplines: Information Technology, Computer Science, Computer Engineering, Computer Applications, Mathematics, Statistics or a related field. Additional qualification in management is desirable

EXPERIENCE

• At least 3 years of progressively responsible professional experience in project management preferably on digital solutions for social protection or supply chain convergence initiatives, in the large-scale technology/e-governance project settings.
• Experience in coordination with multiple stakeholders for designing, implementing and managing solutions/ digital platforms to improve public systems.
• Coordination experience in projects related to TPDS, ICDS or PM Poshan is desirable.
• Experience in monitoring project progress to ensure timely delivery.
• Demonstrated ability to work independently with minimal supervision.

• Demonstrated ability to manage multiple tasks and deliver against tight deadlines. 
• Excellent team player with the ability to build strong working relationships with diverse stakeholders. 
• Strong oral and written communication skills, with a focus on effective documentation and presentation. 
• Maturity and presence to effectively participate and contribute in meetings with senior government officials.

KNOWLEDGE:

• Sound knowledge of project planning, operations management, and IT transformation in the e-governance space. 
• Familiarity with the Indian Government bureaucracy, food-based social protection programmes (TPDS, Anganwadi, School Meals) and emerging technologies like AI, Autonomous Mobile Robots (AMRs), and IoT-based solutions will be an advantage. 
• Knowledge of programmes involving convergence of multiple databases is desirable.

LANGUAGE

• Fluent oral and written communication skills in English. Fluency in Odiya is desirable.
