Job Description
The DBT Consultant will report to the State Manager and work closely with the state TB program to strengthen the implementation and monitoring of Direct Benefit Transfer (DBT) schemes under the National Tuberculosis Elimination Program (NTEP), with a special focus on the Treatment Supporter Honorarium Scheme. The role involves analyzing data from Nikshay and PFMS to drive improvements, streamlining operational processes, and supporting the development of robust Monitoring & Evaluation (M&E) frameworks. The officer will facilitate interdepartmental coordination, capacity building, and the development of SOPs and guidelines to enhance DBT uptake and performance. The position demands strong analytical, technical, and stakeholder engagement skills to ensure timely and effective benefit delivery.

Job Responsibilities
Program Implementation & Coordination
- Support State TB Cell in improving the reach, effectiveness and impact of DBT schemes, with special emphasis on the Treatment Supporter Honorarium Scheme.
- Coordinate with NTEP, PFMS, NHM, Department of Financial Services, NPCI, Banks, NIC, etc. to ensure smooth functioning of the DBT system.
- Coordinate with the IT Team to troubleshoot any potential issues related to payment of beneficiaries between Nikshay and PFMS.
- Any other responsibilities, as required for project performance.
Capacity Building & Technical Support
- Provide technical and training support to state and district TB and general health system teams to improve DBT performance and uptake.
Data Analysis & Insights
- Analyze DBT-related information generated from Nikshay and PFMS to derive insights and actionable strategies for improving performance and uptake.
- Understand existing NTEP processes in the context of DBT, identify gaps, and recommend process improvements to enhance turnaround time and efficiency.
Process Optimization and Systems Streghtening
- Understand and improve existing processes to simplify DBT operations and reduce turnaround times.
- Identify and recommend improvements to existing workflows and practices under NTEP related to DBT.
- Ensure updated manuals, SOPs and guidelines are available and disseminated among all stakeholders.
Monitoring, Evaluation and Performance Tracking
- Support the establishment of robust program Monitoring & Evaluation (M&E) systems at state and district levels to track, monitor and improve DBT outcomes, with special emphasis on the Treatment Supporter Honorarium Scheme.
- Support the conduct of reviews and performance appraisals with public sector counterparts and provide feedback to leadership at all levels.
Education Qualification/Required Skills & Experience
- Graduate or Post-graduate in Economics, Health Economics, Finance, Rural development or Management, or any other relevant field, from a recognized University/ Institute
- Minimum eight years of experience, with at least five years in Public Financial Management System or government financial systems, within the public health sector
- Proficient in data analysis, data visualization and preparing presentations to demonstrate inferences and drive action points
- Demonstrated experience of strong government stakeholder engagement across varied departments
- Proven experience in process optimization, capacity building and varied stakeholder communications
- Cross –cultural experience for health will be an added advantage
- Experience of working with National TB/ HIV program will be an advantage
