Ministry of External Affairs is responsible for all aspects of India's relations with the world. It formulates, implements & presents the foreign policy of the Government of India. The main objective is to advance India's national security & developmental priorities in a globalized and independent world.  The Ministry of External Affairs is presently headed by Dr. S. Jaishankar.

Educational Qualification

Essential

• Master’s degree in law with specialisation in the field of international law or international relations or international organisations from a recognised university.
• Candidates having specialisation in international law at Master of Philosophy or Doctor of Philosophy level but not at Master's level shall also be eligible.
• International law shall, inter alia, include major areas of international law such as law of the sea, human rights law, international environmental law, international criminal law and international trade law.

Experience

• Fifteen years’ experience as practicing Advocate in a Court of law in India or dealing with legal matters on law department of the Government or teaching or conducting or guiding research in the field of law from recognized university or institute of which at least eight years shall be in the field of international law or international relations, after acquiring minimum educational qualification.

Desirable

• Doctorate in international law from recognised institute or university.

For Armed Forces Personnel

• Deputation/ Re-employment (for ex-servicemen)
• The Armed Forces Personnel to the rank of Brigadier and equivalent in Navy and Air Force, in level-13A in the pay matrix, who are due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed for deputationist shall also be considered. Such persons would be given deputation terms up to the date on which they are due for release from the Armed Forces thereafter they may be continued on reemployment.
• The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. The maximum age-limit for appointment by deputation shall not exceed fifty-six years as on the last date of receipt of applications.
• The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.
• Interested applicants may send their applications through proper channel in the enclosed proforma in duplicate to the undersigned within a period of eight weeks from the date of publication of this circular in the Employment News. Applications received after the last date or otherwise incomplete are not likely to be considered.
• Pay of the selected officers shall be fixed in the scale of the post in accordance with rules prescribed by the Government.

• Statement of Bio-data in the prescribed proforma (as per Annexure) in duplicate duly signed and forwarded through proper channel.
• Attested copies d the CR dossiers for the last five years (attested on each page) by an Officer not below the rank of Under Secretary
• Vigilance Clearance Certificate
• Integrity Certificate
• A statement of major/ minor penalty, if any, imposed on the officer during the last 10 years.
• Cadre Clearance Certificate.
