Position Overview:

The position will work under the Project Management Unit  lead and spearhead the inclusive livelihood strategy. In addition, this position will have to work in close coordination with other thematic leads, along with integration and coordination with SRLM and DAY-NRLM.

Roles and Responsibilities:

  • The Project Officer - MEL will play a critical role in ensuring data-driven decision-making, tracking progress, and generating evidence to strengthen the implementation of the principles of the Graduation Approach.
  • The professional will operationalize a comprehensive monitoring system, ensuring the collection, validation, and analysis of real-time data leveraging the existing NRLMMIS and mobile applications. 
  • The M&E officer will work closely with the state, district, and block-level teams to ensure timely data entry, track key livelihood indicators, and generate reports for program review.
  • The officer will also support livelihood scoping studies, process documentation, and impact assessments to generate insights into the effectiveness of the inclusive livelihood programme for PVTGs and ultra-poor households.
  • The officer will ensure that the Integrated Livelihoods Program related data is integrated within the MIS, ensure accuracy in tracking beneficiaries, asset transfers, and livelihood outcomes.
  • Additionally, they will develop tools and methodologies to assess the success of various program interventions, such as the sustainability of livelihood activities, household income improvements, and asset utilization patterns.
  • Capacity building will be a key component of the role, requiring the M&E Officer to train field teams on data collection tools, reporting formats, and impact measurement techniques. They will support the contextualization of SOPs and training modules to align with the specific needs of Chhattisgarh and ensure field teams effectively track progress.
  • Process documentation, case study, best practices and report writing will also be a priority, where the officer will capture best practices, challenges, and lessons learned to inform adaptive program strategies.
  • The M&E Officer will coordinate and support workshops at the Block, District, and State levels to enhance collaboration and leverage resources across departments.
  • Any other work assigned by the PMU lead.

Academic Qualification:

Bachelor's Degree with minimum 3 years of professional experience or master’s degree with 2 years of experience.

Professional Experience:

  • Excellent interpersonal skills.
  • Expertise in data analytics, visualization tools (Power BI, Tableau, STATA, SPSS, R, or Python), and survey design tools (ODK, Kobo Toolbox, Survey CTO).
  • Experience in designing impact assessments, mixed-methods research, and experimental/quasi-experimental studies.
  • Strong quantitative and qualitative research skills, including proficiency in data modeling and trend analysis.
  • Experience working with government programs, NGOs, or donor-funded projects in rural development.
  • Strong report writing and presentation skills in both Hindi and English.
  • Ability to synthesize complex data into actionable insights for program improvement.

Travel Requirements

You must be able to travel domestically at least 60% of the time to remote areas, at short notice.
