Role

Strategic Advisory, Health-System understanding and strengthening

Piramal Foundation is looking for a Strategic Advisor as someone who will be embedded within the Health & Family Welfare Department, Government of Odisha, to provide strategic, analytical and programme management support to the Secretary PMU unit. The resource will serve as a trusted interface between senior leadership and the health system, ensuring timely visibility on programme performance, field realities, implementation bottlenecks, emerging risks and opportunities for improvement.

The role will support the Department across MNCAH, communicable diseases, health governance, human resources, supply chain, health financing and digital performance management, in alignment with Government priorities and the Project SWASTH workplan.

Key Responsibilities

1. Strategic Intelligence & Decision Support

  • Provide the Secretary with concise, reliable and actionable information on priority health-sector issues.
  • Prepare briefing notes, decision notes, dashboards, presentations and issue briefs for senior-level reviews.
  • Track key priorities, commitments and directions and provide early alerts on delays, bottlenecks and emerging issues.
  • Support strategic reviews, policy discussions and senior stakeholder engagements.
  • Act as a bridge between priorities of Project SWASTH, PF and the Department
  • Support the leadership team of GAVB Odisha to build a long-term government relationship building strategy.

2. Programme Performance & Health-System Monitoring

  • Monitor performance across priority programmes and the health service delivery continuum from community and AAMs to PHCs, CHCs, SDHs and DHHs.
  • Analyse routine programme data, dashboards and review findings to identify performance gaps, trends and areas requiring corrective action.
  • Track key interventions related to ANC/HRP, PMSMA, BEmONC/CEmONC, newborn care, quality improvement, malaria, TB and other state priorities.

3. Field Intelligence & Problem Solving

  • Establish mechanisms to understand ground-level implementation through district, block, facility and community-level interactions.
  • Identify gaps between policy/design, implementation and actual service delivery.
  • Validate critical issues through field visits and stakeholder interactions and present evidence-based solutions to senior leadership.
  • Track critical issues from identification through resolution.

4. Governance, Coordination & Follow-up

  • Support effective functioning of state, district and block review mechanisms through data-driven performance reviews.
  • Facilitate coordination among NHM, directorates, districts, programme units and relevant stakeholders.
  • Maintain a Secretary's priority & action tracker and follow up on decisions and commitments.
  • Support cross-district learning, convergence and scale-up of promising practices.

5. System Strengthening & Strategic Initiatives

  • Support strategic work on HR planning, supply-chain performance, quality accreditation, digital dashboards, KPIs, PIPs/EFCs, health financing and fund utilisation.
  • Support analysis of workforce deployment, capacity-building requirements and service readiness.
  • Track availability of essential drugs, diagnostics and other critical commodities and flag systemic supply gaps. - Support development, testing and scale-up of innovative and digital solutions for high-risk case identification, tracking, referral and continuity of care.

Required Profile

  • Post-Graduate degree in Public Health, Health Management, Public Policy, Management, Development Studies, Economics, Social Sciences or a related discipline.
  • 4–8 years of relevant experience in public health, government programmes, consulting, health-system strengthening or development sector.
  • Strong analytical, communication, writing and presentation skills.
  • Good command of Excel, PowerPoint and data analysis/visualization.
  • Ability to engage confidently and professionally with senior government officials.
  • Demonstrated maturity, discretion, responsiveness and ability to manage sensitive information.
  • Prior experience of working with Government/NHM/health systems will be an advantage.
  • Candidate with knowledge of Odia language for communication is preferred.
