Family Planning Association of India (FPA India) is a social impact organisation delivering essential health services focusing on sexual and reproductive health in 18 states of India. Established in 1949, FPA India has seven decades of experience in the field of sexual and reproductive health. It works in close partnerships with central and state governments, NGOs and national and international funding agencies. FPA India touches over 30 million lives annually and endeavours to make a deeper impact with a wider reach. It has successfully implemented various initiatives with support from development partners and donors over the years.

Headquartered in Mumbai, FPA India has 44 Branches/Projects, with 41 Static Clinics, and outreach programmes spread across 18 States, including the State of Jharkhand. Over 3,000 policy-level volunteers and 1,000 FPA India Staff receive support from over one lakh community members of local volunteer groups including Self Help Groups. It works in close partnerships with central and state governments, NGOs, UN agencies, and national and international funding agencies.

Family Planning Association of India (FPA India) is looking forward to engage a “Consultant– Monitoring and Evaluation (Family Planning Activities and Supplies)”, to work with the Family Planning (FP) Division of MoHFW, GoI in the endeavour to strengthen the National Programs under the National Health Mission (NHM).

The supply chain for Family Planning Logistics plays a critical role in ensuring the uninterrupted availability of contraceptives at all service delivery points. Despite the system’s potential, challenges such as data inaccuracies, delayed reporting, and inadequate use of analytics often lead to stock-outs or overstocking, thereby affecting program outcomes.

The proposed position focuses to strengthen the supply chain for effective contraceptive supplies and management, ensure timely and accurate reporting to prevent stock-outs and overstocking, build capacity of field-level users, and ensure effective data use for planning and forecasting.

This position focuses on strengthening data accuracy, real-time monitoring, and efficient inventory management to ensure timely availability of family planning commodities. It bridges the gap between data collection, logistics, and decision-making, ensuring evidence-based forecasting and supply chain efficiency.

The position will be based in New Delhi and will require travel to field locations, as required.

Job Profile:

FPAI is seeking a skilled and experienced consultant to join the dynamic team of NTSU-FP-MH with a focus on real-time monitoring and efficient inventory management aspects of the family planning (FP) program. The proposed position focuses to strengthen the supply chain for effective contraceptive supplies and management, ensure timely and accurate reporting to prevent stock-outs and overstocking, build capacity of field-level users, and ensure effective data use for planning and forecasting to provide high-level support to the FP Division of MoHFW, GoI. The consultant will work closely with MoHFW and a multidisciplinary team including Healthcare Professionals, Policymakers, and Community Leaders, to ensure the successful execution of programs aimed at FP services.

The position will be engaged on a consultancy basis and will work closely with the national, state and district level teams of MoHFW and will also work with development partners and relevant stakeholders working on FP to strengthen the supply chain for effective contraceptive supplies and management, ensure timely and accurate reporting to prevent stock-outs and overstocking, and build capacity of field-level users and ensure effective data use for planning and forecasting.

Location:

The position will be based in New Delhi and will require extensive travel to field locations in several states, as required.

Key Responsibilities:

The responsibilities/deliverables that need to be carried out by the consultant are as follows:

  1. A.     Monitoring & Supervision
  • Monitor the supplies to track contraceptive consumption and stock status across districts and facilities.
  • Identify data inconsistencies, non-reporting, or errors and provide timely support to correct them.
  • Support redistribution of commodities from overstocked to understocked facilities to minimize wastage and prevent shortages.
  1. B.     Data Management & Reporting
  • Generate monthly, quarterly, and annual reports on contraceptive stock status, requisition, and consumption patterns.
  • Analysed supply chain data to identify gaps, highlight trends, and recommend corrective actions.
  • Maintain a repository of key performance indicators (KPIs) for supply chain performance at district and state levels.
  1. C.     Capacity Building & Technical Assistance
  • Organize and facilitate trainings/orientations for ANMs, ASHAs, pharmacists, storekeepers, and medical officers on effective use of FP supplies.
  • Provide ongoing technical support for login issues, data entry, validation, and report generation.
  • Develop job aids, reference guides, and SOPs to improve adoption of FP supplies protocols.
  1. D.     Coordination & Support
  • Coordinate with district health officials, FP counsellors, and supply chain managers for evidence-based planning.
  • Provide supportive supervision during FP commodity distribution to align supply with demand.
  • Liaise with state program teams and technical partners to share updates, escalate challenges, and propose system enhancements.
  1. E.      System Strengthening
  • Support roll-out of new supply chain modules, including training on mobile-based and real-time reporting tools.
  • Contribute to periodic reviews and evaluations of program implementation and performance.
  • Support integration of supply chain data with program data on coverage through other relevant platforms for better convergence.

Deliverables

The following deliverables are expected from the consultant as laid out below:

  • Monthly and quarterly reports on stock status, consumption patterns, and supply chain performance.
  • Updated district and facility-level dashboards for real-time monitoring.
  • Training sessions conducted for field-level staff on data entry, validation, and use.
  • Recommendations for improving supply chain accuracy and efficiency documented and shared.

Required Qualification and Skills:

  • Master’s degree /PHD in public health, Supply Chain Management, Statistics, Demography, Data Analytics, or related field.
  • Minimum 5 years of experience in health logistics, data systems, or supply chain analytics, preferably in leading field monitoring for community-based programs.
  • Proficiency in data collection tools and related health information platforms.
  • Strong analytical skills and knowledge of data visualization tools (Power BI, Tableau, Excel).
  • Excellent coordination, communication, and training skills.

Remuneration:

Commensurate with experience and qualification.
