Family Planning Association of India (FPA India) is a social impact organisation delivering essential health services focusing on sexual and reproductive health in 18 states of India. Established in 1949, FPA India has seven decades of experience in the field of sexual and reproductive health. It works in close partnerships with central and state governments, NGOs and national and international funding agencies. FPA India touches over 30 million lives annually and endeavours to make a deeper impact with a wider reach. It has successfully implemented various initiatives with support from development partners and donors over the years.

Headquartered in Mumbai, FPA India has 44 Branches/Projects, with 41 Static Clinics, and outreach programmes spread across 18 States, including the State of Jharkhand. Over 3,000 policy-level volunteers and 1,000 FPA India Staff receive support from over one lakh community members of local volunteer groups including Self Help Groups. It works in close partnerships with central and state governments, NGOs, UN agencies, and national and international funding agencies.

Family Planning Association of India (FPA India) is looking forward to engage a “Consultant - Family Planning Data Analytics”, to work with the Family Planning (FP) Division of MoHFW, GoI in the endeavour to strengthen the National Programs under the National Health Mission (NHM), especially focusing on the program monitoring and evaluation component of the family planning. The proposed position will strengthen data-driven decision-making by analysing program data, identifying service gaps, and supporting evidence-based program improvements to provide high-level support to the FP Division of MoHFW, GoI. The Consultant will work under the direct supervision of Management Lead, FPAI National Technical Support Unit (FPAI NTSU).

The position will be based in New Delhi and will require travel to field locations, as required.

Job Profile:

FPAI is seeking a skilled and experienced consultant to join the dynamic team of NTSU-FP-MH with a focus on program monitoring and evaluation aspect of the family planning (FP). The proposed position will strengthen data-driven decision-making by analysing program data, identifying service gaps, and supporting evidence-based program improvements to provide high-level support to the FP Division of MoHFW, GoI. The consultant will work closely with MoHFW and a multidisciplinary team including Healthcare Professionals, Policymakers, and Community Leaders, to ensure the successful execution of programs aimed at FP services.

The position will be engaged on a consultancy basis and will work closely with the national, state and district level teams of MoHFW and will also work with development partners and relevant stakeholders working on FP to enhance monitoring and evaluation of family planning programs through systematic data analysis, identify gaps in service coverage, access, and contraceptive security, and generate actionable insights to improve FP program performance at the state and district levels.

Location:

The position will be based in New Delhi and will require extensive travel to field locations in several states, as required.

Key Responsibilities:

The responsibilities/deliverables that need to be carried out by the consultant are as follows:

A.     Data Collection & Analytics

  • Extract, clean, and validate FP-related data from program activities.
  • Conduct in-depth analysis of trends in sterilization, IUCD insertions, injectable and oral contraceptive use.
  • Identify patterns in high-risk fertility behaviours and adolescent pregnancies.
  • Monitor contraceptive utilization, supply chain efficiency, and stock-out risks.

B.     Reporting & Dashboard Development

  • Develop monthly and quarterly reports highlighting FP service coverage, mCPR, and high-risk fertility trends.
  • Support interactive dashboards for real-time monitoring at state and district levels.
  • Generate policy briefs and evidence-based insights for program managers and decision-makers.

C.     Program Monitoring & Evaluation

  • Compare performance between aspirational vs non-aspirational districts and MPV vs non-MPV districts.
  • Track progress against key FP indicators and recommend corrective actions.
  • Facilitate internal performance reviews and identify best practices.

D.     Capacity Building & Technical Support

  • Conduct training sessions for state and district teams on data utilization and interpretation.
  • Provide technical guidance for improving data quality and reporting standards.
  • Support validation and verification of FP services using HMIS data.

Performance tracking

Required Qualification and Skills:

  • Master’s degree/PHD in public health, Statistics, Economics, Demography, Data Analytics, or related field.
  • Minimum 5 years of experience in health data analytics, preferably in FP or RMNCH+A programs.
  • Work experience in HMIS, FPLMIS, and other health data platforms.
  • Proficiency in statistical software (R, Python, Stata, SPSS).
  • Excellent report writing, presentation, and communication skills.

Remuneration:

Commensurate with experience and qualification.
