Background:

Family Planning Association of India (FPA India) is a social impact organisation delivering essential health services focusing on sexual and reproductive health in 18 states of India. Established in 1949, FPA India has seven decades of experience in the field of sexual and reproductive health. It works in close partnerships with central and state governments, NGOs and national and international funding agencies. FPA India touches over 30 million lives annually and endeavours to make a deeper impact with a wider reach. It has successfully implemented various initiatives with support from development partners and donors over the years.

Headquartered in Mumbai, FPA India has 44 Branches/Projects, with 41 Static Clinics, and outreach programmes spread across 18 States, including the State of Jharkhand. Over 3,000 policy-level volunteers and 1,000 FPA India Staff receive support from over one lakh community members of local volunteer groups including Self Help Groups. It works in close partnerships with central and state governments, NGOs, UN agencies, and national and international funding agencies.

Family Planning Association of India (FPA India) is looking forward to engage a Consultant – Training Support in Family Planning (FP), to work with the Family Planning (FP) Division of MoHFW, GoI in the endeavour to strengthen the National Programs under the National Health Mission (NHM), especially focusing on the program monitoring and evaluation component of the family planning.

In family planning, training is a cornerstone of effective family planning (FP) program implementation. Despite available materials, gaps persist in contextualizing training content, ensuring high-quality delivery, and sustaining post-training follow-up. This position is crucial to strengthening capacity-building initiatives, ensuring training programs are data-driven, aligned with policy, and responsive to evolving FP needs.

This role will strengthen FP training programs through evidence-based content development and effective delivery, enhance quality monitoring and follow-up to ensure improved knowledge retention and application, integrate insights from policy research, secondary data analysis, and knowledge products into training, and promote digital learning and blended training approaches for wider outreach.

The position will be based in New Delhi and will require travel to field locations, as required.

Job Profile:

FPAI is seeking a skilled and experienced consultant to join the dynamic team of NTSU-FP-MH with a focus on capacity building aspect of the family planning (FP). The proposed position will strengthen FP training programs through evidence-based content development and effective delivery, enhance quality monitoring and follow-up to ensure improved knowledge retention and application, integrate insights from policy research, secondary data analysis, and knowledge products into training, and promote digital learning and blended training approaches for wider outreach.

The consultant will work closely with MoHFW and a multidisciplinary team including Healthcare Professionals, Policymakers, and Community Leaders, to ensure the successful execution of programs aimed at FP services.

The position will be engaged on a consultancy basis and will work closely with the national, state and district level teams of MoHFW and will also work with development partners and relevant stakeholders working on FP.

Location:

The position will be based in New Delhi and will require extensive travel to field locations in several states, as required.

Key Responsibilities:

The responsibilities/deliverables that need to be carried out by the consultant are as follows:

A.     Training Content Development & Adaptation

  • Develop and update training modules, manuals, job aids, and counselling tools for FP programs.
  • Align training materials with the latest FP guidelines, protocols, and policy updates.
  • Customize content for different cadres – ANMs, ASHAs, MOICs, FP counsellors, and supervisors.

B.     Coordination & Capacity Building

  • Coordinate with national/state training cells, training institutes, and development partners for FP training roll-out.
  • Plan and facilitate training workshops, refresher courses, and capacity-building sessions.
  • Provide logistical and technical support to ensure effective training delivery.

C.     Training Quality Monitoring

  • Monitor FP training sessions to assess content relevance and delivery quality.
  • Collect feedback through pre/post-tests and participant assessments to evaluate training effectiveness.
  • Compile data on training coverage, outcomes, and participant engagement for reporting.

D.     Integration with Knowledge Products

  • Ensure training content incorporates evidence from policy briefs, evaluations, and program research.
  • Package knowledge products (manuals, FAQs, handbooks) for training dissemination.
  • Adapt complex policy insights into user-friendly training formats.

E.      Digital Training and e-Learning

  • Support the design of e-learning modules, video-based content, and interactive quizzes.
  • Assist in pilot testing digital tools and gathering feedback for improvement.
  • Maintain and update online training repositories with latest content.

F.      Documentation & Reporting

  • Maintain a repository of FP training resources and event documentation.
  • Prepare reports, success stories, and presentations for program reviews and donor reporting.
  • Highlight key learnings and innovations from training initiatives.

Deliverables

The following deliverables are expected from the consultant as laid out below:

  • Quarterly updates of FP training materials aligned with policy developments.
  • Coordination and support for at least 8–10 FP training sessions annually.
  • Training summary reports capturing coverage, quality, and post-training outcomes.
  • Contribution to at least 2–3 knowledge products for training and capacity-building purposes.
  • Development and tracking of digital training content and user engagement.

Required Qualification and Skills:

  • Master’s degree/MBBS/PHD in Public Health, Education, Social Sciences, Demography or related field.
  • Minimum 10 years of experience in training design, capacity building, or knowledge dissemination in health/FP programs.
  • Familiarity with FP guidelines, training protocols, and adult learning methodologies.
  • Experience in digital learning content development and training evaluation methods.
  • Strong coordination, facilitation, and communication skills.

Remuneration:

Commensurate with experience and qualification.
