Position: Head - Programs
Location: New Delhi, Head Quarters.
Number of Positions: One
Reports To: Chief Executive Officer, BRLF.
Nature of Employment: This position is offered as a full-time three-year contract with benefits.
1. ORGANISATION BACKGROUND:
The Ministry of Rural Development set up Bharat Rural Livelihoods Foundation (BRLF), Government of India (GOI), as an independent organization under the Societies Registration Act to facilitate civil society action in partnership with the State and central Governments to transform the livelihoods and lives of rural households, with an emphasis on women, particularly in the Central Indian Tribal Region.
BRLF is a unique and first-of-its-kind initiative. The Foundation is a partnership between the government, on the one hand, and private sector philanthropies, as well as public and private sector undertakings (under Corporate Social Responsibility). Major functions of BRLF are fostering strategic partnerships with state govt for improving program outcomes, providing financial grants to Civil Society Organizations (CSOs) to meet their human resource and institutional costs for up-scaling of proven interventions, investing in institutional strengthening of smaller CSOs, capacity building of professional human resources working at the grassroots, and to create a knowledge Hub for the sector.

2. ROLE DESCRIPTION:
The Head – Programs will provide strategic and operational leadership to BRLF’s programmatic initiatives. This role will be responsible for designing, managing, and monitoring large-scale rural development and livelihoods programs, ensuring alignment with BRLF’s vision of strengthening civil society action, promoting community institutions, and catalyzing partnerships with governments, philanthropy, and other stakeholders.
3.KEY DUTIES AND RESPONSIBILITIES:
Strategic Leadership
- Provide vision and direction to BRLF’s program portfolio in line with the organizational mission.
- Lead the conceptualization and design of multi-state, multi-stakeholder programs that address rural livelihoods, tribal development, and natural resource management.
- Identify emerging themes and opportunities in the rural development ecosystem to expand BRLF’s impact.
Program Management
- Oversee planning, implementation, and monitoring of all BRLF-supported programs and partnerships.
- Ensure high-quality delivery of outcomes and outputs across thematic areas such as livelihoods, capacity building, and institution strengthening.
- Establish robust systems for program monitoring, evaluation, learning, and knowledge dissemination.
Partnerships & Collaboration
- Forge and strengthen collaborations with state and central government agencies, civil society organizations, academic institutions, and funding partners.
- Represent BRLF in high-level forums, networks, and dialogues to build visibility and thought leadership.
- Work closely with partner organizations to ensure program synergy, innovation, and scale.
Team Leadership
- Lead, mentor, and build the capacities of the program team at BRLF.
- Foster a culture of collaboration, accountability, and innovation within the team.
- Ensure appropriate allocation of resources across projects for maximum impact.
Resource Mobilization & Knowledge
- Contribute to program-related fundraising efforts and support donor engagement.
- Promote documentation, research, and dissemination of knowledge products to influence policy and practice.
- Ensure that learnings from the field inform BRLF’s program strategies and sectoral advocacy.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification and Experience:
- Postgraduate degree in rural management, social sciences, development studies, or related fields.
- 15 - 20 years of experience in rural development, livelihoods, NRLM, Agriculture and climate change or related areas, with at least 7 years in senior leadership/management roles.
- Strong track record in designing and managing large-scale development programs in collaboration with governments and civil society.
- Proven expertise in natural resource management, tribal development, and institution building preferred.
- Demonstrated ability to engage with diverse stakeholders including government, donors, and community-based organizations.

- Ability to manage complex, multi-stakeholder programs.

- Open to travel across BRLF project locations.

5. COMPENSATION OFFERED:
The remuneration package is budgeted for INR 32 -36 Lacs per annum. The offer made to the selected candidate shall be commensurate with the qualifications, experience, and salary history.

7. Languages
Good command of speaking, reading, and writing in English is required. Knowledge of regional language would be an added advantage to the candidate.
