Janaagraha began as a movement to promote participatory democracy at the neighbourhood level. We soon discovered, however, that citizen participation alone was not enough.

Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.

Job Description

The Councillor Leadership Development Program (CLDP) is an initiative aimed at equipping elected city councillors—especially women councillors—with the information, skills, and networks needed to strengthen local urban governance and drive inclusive change. The program seeks to build a cadre of empowered, capable councillors through participatory training, peer learning, and institutional collaboration.

We’re looking for a dynamic, mission-driven individual to join our growing team as Manager – CLDP. This role is ideal for someone who is passionate about city governance and local leadership, and brings strong program design, capacity building and management capabilities.

You will work closely with internal teams and external partners—councillors, institutions, civil society organisations, and government functionaries—to build a meaningful and scalable program that responds to the lived realities of urban elected representatives

Job Responsibilities

Program Development and Implementation

  • Contribute to the strategic design and evolution of CLDP, drawing from ground level insights, research, and stakeholder consultations.
  • Support in planning and executing training programs, workshops, and convenings for councillors across multiple cities and states.

Stakeholder Engagement and Network Building

  • Engage and maintain relationships with elected representatives, government officials, training institutions, civil society organisations, academia and other ecosystem actors.
  • Lead the convening and facilitation of a peer network of councillors to enable shared learning and collaboration.

  • Develop inclusive, context-relevant training content, toolkits, and resources tailored to councillors’ roles and capacities.
  • Coordinate with subject experts and partner institutions to co-create relevant and engaging content.

Institutional Partnerships and Delivery

  • Collaborate with academic institutions, training institutes, and knowledge partners to co-deliver and institutionalise CLDP.
  • Work closely with the internal tech team to conceptualise and build a digital learning and resource platform for councillors.

Training Ecosystem and Capacity Building

  • Design and implement a model for building and managing a pool of master trainers at city/state levels.
  • Develop systems and SOPs for training delivery, monitoring, and trainer support.

Monitoring, Evaluation and Learning (MEL)

  • Develop MEL indicators and frameworks to assess program effectiveness, outcomes, and feedback.
  • Prepare periodic progress reports, documentation, and impact stories for internal learning and donor reporting.

Education Qualification/Required Skills & Experience.

  • Postgraduate degree in public policy, development studies, urban planning, governance, or a related field.
  • Minimum 8 years of professional experience, preferably in program management, governance, or capacity building in the development or public sector.
  • Prior experience working with government stakeholders or elected representatives.

  • Prior experience working with government stakeholders or elected representatives.
  • Strong writing and documentation skills; ability to simplify complex ideas for diverse audiences.
  • Excellent communication and facilitation skills; proficiency in English and at least one Indian regional language (written and spoken).
  • Ability to manage multiple workstreams, coordinate with diverse stakeholders, and adapt in a fast-paced environment.
  • Collaborative mindset, with an ability to work across state teams.
  • Willingness to travel frequently for fieldwork across cities.
  • Familiarity with tech-based learning platforms or digital governance tools is a plus.
  • Experience in gender-responsive programming or inclusive governance is desirable
