Job Summary
The Senior Program Manager (SPM–MNCAH) will design knowledge products and provide technical support for the implementation and monitoring of maternal, newborn, child, and adolescent health initiatives. The role involves close coordination with state health officials, district teams, and internal stakeholders to strengthen planning, execution, and review mechanisms. The SPM will drive the scale-up of high-impact interventions, foster government partnerships, and promote the effective use of data and evidence for decision-making. By combining technical expertise with strong program management skills, the SPM will play a pivotal role in advancing state priorities and improving health outcomes.
Key Responsibilities
1. Strategic Planning & Technical Support
- Provide technical inputs for state health plans and proposals, ensuring integration of MNCAH priorities.
- Offer technical support in designing, rollout, monitoring, and scale-up of high-impact MNCAH interventions in line with government priorities.
- Drive innovation by adapting global best practices and contextualizing them to state needs.
2. Government Engagement & Stakeholder Coordination
- Serve as the primary liaison between the CoE–MNCAH team and state/district health officials.
- Represent the MNCAH program in state-level meetings, workshops, and task force reviews.
- Promote convergence by integrating MNCAH priorities across health programs and facilitating collaboration with allied departments.
3. Program Implementation & Field Support
- Provide technical guidance to field teams, ensuring effective program execution and resolution of implementation challenges.
- Conduct regular field visits to districts to review activities, identify gaps, and support corrective actions.
- Facilitate planning and review meetings with field teams and government stakeholders.
4. Monitoring, Data Use & Knowledge Management
- Strengthen data systems for collection, analysis, and use of MNCAH indicators at state and district levels.
- Prepare periodic updates, presentations, and policy briefs to inform decision-making and drive course correction.
- Document and disseminate success stories, best practices, and case studies for program improvement and policy advocacy.
5. Reporting & Organizational Contribution
- Ensure timely submission of program reports, donor updates, and internal reviews.
- Collaborate with other CoEs and Operations teams to develop state-specific strategies, tools, and knowledge products.
- Support cross-state knowledge sharing and organizational learning within the CoE.
- Undertake any other responsibilities assigned by the supervisor.
Qualification & Experience
Essential
- Master’s degree in Public Health/Social Sciences/Management, or related field.
- 8–10 years of progressive experience in public health, with at least 5 years in MNCAH programs.
- Demonstrated experience of working with government health programs and engaging with senior government officials.
Preferred
- Proven experience in leading state/district-level health programs and managing field teams.
- Strong understanding of MNCAH program design, policy environment, and service delivery mechanisms.
- Experience in capacity building and health systems strengthening.
Skills & Competencies
- Strong leadership, program management, and coordination skills.
- Ability to analyze program data, identify bottlenecks, and drive evidence-based decision-making.
- Excellent interpersonal, communication, and negotiation skills.
- Fluency in English and Hindi (knowledge of regional languages an advantage).
- High learning agility, adaptability, and openness to innovation.
- Willingness and ability to travel extensively across intervention areas.
