  • Reports to: Manager – Programs (State Level)
  • Supervisory Role:  Coordinators, Field staff
  • Employment Type: Full-time 1 year  contract, extendable based on performance and project funding

Position Overview

The  Manager- Field Office Programs provides thematic and operational leadership for key program areas such as Health, Education, Livelihoods, or Environment. The role involves managing multi-location teams, overseeing implementation, ensuring program quality, and coordinating with other functions to align delivery with organizational objectives. The Program Manager is responsible for translating the vision of the state strategy into achievable project outcomes and fostering collaboration within and across functional teams.

Core Responsibilities (70%)

Thematic Program Management

  • Implement, and supervise program activities within the assigned thematic area.
  • Ensure all activities are aligned with program log frames, budgets, and community needs.
  • Review progress against KPIs and propose adjustments to enhance impact.

Team Supervision and Coordination

  • Supervise and guide Project Coordinators and technical staff.
  • Build thematic and managerial capacity through mentoring, coaching, and training.
  • Ensure smooth communication flow within field teams and with state office functions.

Budget and Resource Oversight

  • Prepare and monitor activity budgets in coordination with the Finance team.
  • Ensure efficient and responsible use of program resources.
  • Flag variances and recommend timely budget reallocations.

Reporting and Documentation

  • Maintain high-quality documentation and timely reporting for internal and external use.
  • Contribute to the development of success stories, best practices, and learning notes.
  • Support MEAL team in evaluations and studies related to the thematic area.

Field Monitoring & Quality Assurance

  • Conduct regular field visits to validate program quality and team performance.
  • Implement field-level compliance to policies, safeguarding standards, and gender equity.
  • Resolve operational bottlenecks in coordination with state and central teams.
  • Collaborate with MEAL team for monitoring indicators, field assessments, and course corrections.
  • Support Communications team in capturing and documenting program impact.
  • Engage with HR for staff development planning, CDP tracking, and onboarding support.
  • Work with Finance and Logistics to manage timely disbursement and procurement.
  • Promote a culture of ownership, participation, and shared responsibility.
  • Champion team well-being and model value-based leadership.
  • Participate in state-level strategic planning and decision-making processes.
  • Contribute to inter-program coordination and multi-sectoral initiatives.

Qualifications & Experience

Required

  • Master’s degree in Social Sciences, Public Health, Education, or related disciplines.
  • Minimum 5-7 years of experience in program/project management in development or nonprofit sectors.
  • Proven track record of managing thematic programs and leading field teams.

Preferred

  • Familiarity with project management tools and participatory frameworks.
  • Experience working in grassroots or low-resource contexts.

Skills & Competencies

Technical Skills

  • Thematic knowledge in Health, Education, Livelihoods, or other social development domains.
  • Program lifecycle management, budgeting, and monitoring.

Leadership & Management

  • Team supervision, conflict resolution, and coaching.
  • Timely decision-making and adaptive implementation.

Communication & Collaboration

  • Strong verbal and written communication skills.
  • Coordination with field teams, partners, and support functions.
