Job Description
The Consultant will be based at MoEFCC and work under the direct supervision of the GCF/GEF Focal Point, Ministry of Environment, Forest & Climate Change, and the Head – Action for Climate and Environment Unit to undertake the following tasks:
Technical and Policy Support on climate finance
- Support the GCF Focal Point in MoEF&CC in carrying out bilateral and multilateral consultations for the identification of national priorities and planning the GCF and GEF cycle portfolio.
- Provide programmatic analysis for improvement on a need basis.
- Sensitize national stakeholders about GCF and GEF policies, procedures, and governance, particularly the new modalities of GCF and GEF cycles.
- Coordinate with central ministries and state governments on behalf of MoEF&CC for GEFand GCF related matters.
- Coordinate with GCF and GEF Agencies & the GEF/GCF Secretariat for the effective implementation of national GEF programmes in India.
- Implement improved GEF coordination mechanisms, involving national counterparts of UNFCCC, UNCCD, UNCBD, Minamata Convention, central and state governments, and international organizations.
- Any other task assigned by GCF/GEF National Focal point
Project Development & Portfolio Management
- Support and facilitate the process of identifying new project concepts, preparation of PIFs/project documents, obtaining required approvals & endorsements, review by the national-level committee.
- Develop country positions (India) on GEF for meetings of the Regional Constituency, Global Council, and Assembly, in addition to other meetings of the GEF Secretariat.
- Facilitate participation of the GEF Focal Point and represent the GEF Focal Point at national and international fora.
- Conduct sectoral research on climate adaptation and related financing models, including blended finance strategies.
- Develop briefs on adaptation best practices, funding opportunities, and barriers to investment.
- Contribute appropriately to the ongoing work for preparation of India’s National Adaptation Plan (NAP)
- Any other task assigned by GCF/GEF National Focal point
Stakeholder Engagement & Coordination
- Support the GCF and GEF Technical Review Committee as per requirements and convene its meetings, bilateral and multilateral meetings with the federal and state governments, funded project proponents (for performance status), and other national and international organizations.
- Support the GEF Cell, including development and implementation of Annual & Quarterly Work Plans, Financial and Progress Reports, and periodic reporting.
- Facilitate field visits to GEF-funded projects across the country.
- Support, coordinate with stakeholders and engage actively in the workshops under GCF, particularly GCF-NAP.
- Any other task assigned by GCF/GEF National Focal point.
Knowledge Management & Capacity Building
- Facilitate data sharing, documentation, and knowledge exchange between government agencies, development partners, and financial institutions.
- Support communication strategies for adaptation awareness, ensuring policy coherence and transparency.
- Prepare briefs, presentations, and working papers related to GCF and GEF matters.
- Consult with key stakeholders through appraisals, workshops, and interviews to develop a common agreed assessment and a plan for interventions.
- Ensure all activities are delivered within agreed deadlines and budgets.
- Prepare a Ministry-wise portfolio of project concepts for onward transmission to the concerned Ministries.
- Any other task assigned by the supervisors
Education Qualification/Required Skills & Experience
- Post-graduate degree in environment, management, development, policy, economics, law business administration, natural resource management or any other closely related areas. Min. years of relevant work experience
- At least three years of demonstrated experience in policy analysis related to environment, climate or related areas at the national level/state level.
- Experience of designing and implementing at least 3 projects on climate change adaptation/mitigation/environment in the past with central or state governments
Required skills and competencies
Knowledge and Technical Expertise:
- Experience of working on matters pertaining to GCF/GEF or other climate finance institutions will be an asset.
- Knowledge of climate finance mechanisms and adaptation frameworks

- Excellent documentation skills, including technical and analytical writing.

Required Language(s)
- Excellent knowledge of written and spoken English is essential.
