About the Organization

National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) of Government of India to serve as an apex body for technical assistance.

Established in 2006, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models.

Job Description/Responsibilities

As a Lead Consultant within the IT Division of NHSRC, you serve as a critical pillar for digital and technological advancement. You will play a pivotal role in shaping, driving, and delivering strategic digital products and technology solutions nationwide. This senior leadership position is directly accountable for product lifecycles, project implementations, and the technical transformation of the national Community Health platform. You will lead and mentor a high-performing division consisting of Consultants, Senior Consultants, and Delivery Leads, ensuring that local project delivery aligns cleanly with broader organizational objectives.

Key Responsibilities & Functional Duties

  • Technology Leadership: Enable the IT Division and the Ministry of Health and Family Welfare (MoHFW) in utilizing advanced technology. Establish robust monitoring, tracking, and review ecosystems to maximize public health program efficiency.
  • Project & Delivery Management: Define project scopes, timelines, milestones, budgets, and success metrics. Own delivery frameworks and maintain delivery velocity using Agile, Lean, or traditional project methodologies.
  • Operational Governance & Compliance: Formulate standard operating procedures (SOPs), service level agreements (SLAs), and internal divisional policies. Maintain security standards and address mitigation pathways.
  • Incident Management & Coordination: Centralize command during business-critical system incidents. Direct cross-functional teams including engineering, infrastructure, security, QA, support, and business divisions for rapid resolution.
  • Data Analysis & Strategic Reporting: Evaluate large-scale field-visit data, Health Management Information Systems (HMIS) metrics, and quarterly progress reports to isolate bottlenecks and recommend data-driven workflows.
  • Stakeholder Alignment & Partnership: Cultivate long-term engagement with global product owners, government agencies, and non-governmental entities to align organizational work plans, budgets, and Monitoring & Evaluation (M&E) systems.
  • State Program Assessment: Systematically review Annual Program Implementation Plans (PIPs) submitted by individual States and Union Territories, returning precise structural feedback to maximize budgetary efficiency.
  • Capacity Building & Knowledge Management: Design interactive, technologycentric training frameworks to cultivate state-level talent. Document operational best practices and field innovations to facilitate nationwide horizontal scaling.

Education Qualification/Required Skills & Experience

Essential Qualifications & Experience:

  • Proven track record delivering technical workflows within Agile and iterative environments.
  • Excellent stakeholder management experience working alongside senior ministry leadership, PMO leads, and external technical suppliers.
  • Proficiency in formal project planning applications including MS Project, Jira, or equivalent frameworks.
  • Excellent written and verbal presentation skills with mastery over MS Word, Excel, and PowerPoint architectures.
  • Demonstrated experience building, structuralizing, and mentoring Communities of Practice focused on delivery excellence.

Desirable Competencies:

  • Experience managing distributed or remote development teams within highly collaborative, cross-functional projects.
  • Balanced project delivery background across infrastructure-heavy frameworks and product-led software initiatives.
  • High adaptability with a proven ability to prioritize tasks dynamic, rapidly evolving conditions.

Qualification & Experience:

  • Only full-time regular bachelor’s degrees (minimum 3 years) and full-time regular Postgraduate qualifications (minimum 2 years), wherever applicable, shall be considered. Diploma, Certificate, Executive programmes, and qualifications obtained through distance, online, part-time, correspondence mode, etc shall not be considered. Only post-qualification experience shall be counted. For achieving above-mentioned deliverables, the applicant is expected to possess following qualifications & experience –

 Essential Qualification – (Regular/Full-time Qualifications only)

  • B.E. (Computer Science/ IT) /B.TECH (Computer Science/ IT)/BCA/ B.Sc. (IT) along with M.Tech ( Computer Science / IT ) / MCA /MSc (Computer Science ) /MBA or equivalent

Experience: Essential

  • Overall 10+ years of work experience managing delivery of enterprise-scale IT programs, Stakeholder Management, Operations management, User experience optimization and executive reporting.
  • Strong understanding of Technology solutions, User experience strategies, IT service management processes and tools.
  • Proven leadership experience in a senior management role, with the ability to lead cross-functional teams and drive operational excellence.
  • Strong analytical skills, with the ability to interpret data, trends, and forecasts to make informed decisions and recommendations.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.

Desirable

  • Experience in public health / community health at national level
  • Experience in working with large scale government projects
  • PMP, PRINCE2, Six Sigma, Scrum Master, ITIL etc.
  • Design thinking and user experience management
  • Familiarity with ITSM and support tools such as Jira.
