Job Description/Responsibilities
UN Women’s India Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women India CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.
Reporting to the Deputy Representative, the Programme Specialist contributes to the effective management of UN Women programs in the Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Specialist guides and facilitates the delivery of UN Women programs by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Specialist works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Contribute technically to the development of programme strategies across all portfolios:
- Coordinate and provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
- Lead coordination groups on cross cutting issues within programs;
- Regularly convene quarterly team visioning processes to ensure timely implementation and problem solving in delivery and M&E;
- Oversee and manage 3 state offices; staff, budget and programme, planning and reporting, resource mobilizing and communications;
- Oversee SOPs for state coordination;
- Coordinate staff in other states to ensure timely and good quality delivery.
Provide substantive technical support to the implementation and management of UN Women’s programs in country:
- Coordinate the annual workplan and budget process;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Coordinate, review and monitor with all program units on timely submission of implementing/ responsible partner financial and narrative reports;
- Manage the monitoring and evaluation country office framework.
Provide technical inputs and capacity development to project/programme partners:
- Coordinate and provide technical support in the implementation of programme activities; develop technical knowledge products;
- Maintain relationships with national partners to support implementation and expansion of the programme;
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Provide technical inputs to the monitoring and reporting of the programme/ project:
- Build staff capacity and monitor progress of implementation of activities and finances using results based management tools;
- Draft reports on monitoring missions, programme results, outputs and outcomes;
- Ensure all reporting requirements are met across the country team;
- Build capacity within UN Women on good quality reporting;
- Provide substantive inputs to the preparation of donor and UN Women reports.
Provide substantive technical inputs to the management of people and finances at the programme level:
- Coordinate budget implementation and make budget re-alignments/ revisions, as necessary;
- Build capacity of country office staff in budgeting programmes;
- Provide substantive inputs to financial reports.
Provide substantive inputs to building partnerships and resource mobilization strategies:
- Coordinate with programme leads and the RM specialist, to contribute substantive inputs to resource mobilization strategies;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and public information events, as delegated.
Provide guidance to the CO in incorporating monitoring and reporting into programme formulation:
- Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;
- Oversee and manage the delivery of the country office Monitoring and evaluation framework;
- Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making.
Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:
- Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;
- Work with the M&E specialist and programme & State Leads to ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting;
- Provide advise on the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
Education Qualification/Required Skills & Experience
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage
Experience:
- At least 7 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
- Experience in the programme implementation and management is an asset;
- Experience coordinating and liaising with government agencies and/or donors is an asset.
Language Requirements:
- Fluency in English is required
- Knowledge of the other UN official working language is an asset;
- Knowledge of other Indian languages (Hindi) is an asset.
