Job Description

The position is located in New Delhi, India and falls under the overall supervision of the UNODC Regional Office for South Asia (ROSA) located in New Delhi, India. Within the framework of the Regional Programme for South Asia (2024 – 2028), and more specifically to address the subprogramme 1 on addressing the drug problem; the subprogramme 2 on preventing and countering organized crime; and the subprogramme 4 on preventing and countering terrorism, the incumbent will work under the direct supervision of the UNODC Regional Representative/Deputy Representative, Regional Office for South Asia (ROSA) and in close coordination with relevant Programme Teams in South Asia.

Job Responsibilities

Coordinate the development and implementation of programmes, projects and initiatives

  • Supervise and coordinate the delivery of interventions/activities falling under relevant sub programmes related to drug trafficking, terrorism prevention and organized crime, more specifically related to the regional project on “Tackling Drug-related Illicit Financial Flows in South Asia to Counter Terrorism”.
  • Ensure synergies with other programmes in South Asia and facilitate coordination among the relevant personnel and units at ROSA, other Programme Offices in the South Asia region and global programme teams from HQ, in particular with regard to the implementation of assessments, capacity building activities etc.
  • Ensure regular communication with all stakeholders and ensure that reporting obligations and other obligations towards the donors and other stakeholders are fulfilled in a timely manner.
  • Ensure complete visibility of the project and share regular updates within and outside UNODC.
  • Monitor national and regional situations and support the development of improved evidence-based knowledge on the status and characteristics of terrorism related issues.
  • Review and maintain financial oversight of projects and initiatives.

Support management with technical inputs and strategic oversight:

  • Build strong relationships with senior leadership, clients, and team members, keeping everyone informed and engaged.
  • Prepare and draft a variety of written outputs, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations.
  • Share strategic insights on organized crime, drug trafficking and terrorism in the South Asian context.
  • Provide policy advice and technical guidance in the field of preventing and countering terrorism, violent extremism, illicit financial flows, drug trafficking and related matters.
  • Based on the accumulated experience, develop new project ideas/concepts for India and the south Asia region, in line with the Regional Programme for South Asia (2024-2028).
  • Maintain contact on law enforcement issues with international bodies and organizations and work closely with liaison officers and donor representatives in South Asia.
  • Actively pursue the identification and realization of funding possibilities for the above described UNODC programme areas in South Asia.
  • Represent UNODC in major meetings/workshops and conferences in the region related to UNODC mandated areas.
  • Perform other duties as required.

Education Qualification/Required Skills & Experience

  • Advanced university degree (Masters or equivalent) in law, management, political or social science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required

Experience:

  • A minimum of 6 years (with PhD degree) or a minimum of 10 years (with Masters’ degree) of extensive working experience in law enforcement, security sector, organized crime, crime prevention and criminal justice matters is required.
  • Proven international work experience as well as experience in technical cooperation programme planning and management is an added advantage.
  • Proven working experience in a criminal justice system and/or law enforcement at senior level will be an asset.
  • Proven experience in and knowledge of relevant development issues as well as experience working in South Asia are an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems.

Language Requirements:

  • Excellent knowledge of English, both spoken and written and national language of the duty station.
